Previously, in 2021, the consortium of these two companies was approved by the People's Committee of Nghe An province to implement 02 projects: Nghi Phu - Hung Loc Urban Area and Dong Vinh - Cua Nam Ward Urban Area (Vinh city). The result after the arrangement, Vinh city will have a natural area of 166.25 km2 (reaching 110.83%), population size of 509,713 people (reaching 339.81%), with 36 commune-level administrative units including 27 wards and 9 communes.

Along with the arrangement of district-level administrative units, Nghe An also proposed to expand Vinh city to a type 1 urban area . If approved, the project will contribute to changing the appearance of the province's urban area in a more spacious and modern direction. To contribute to achieving the set goals, since the beginning of 2024, Nghe An has granted the Decision approving the investment policy for 6 projects in the Southeast Economic Zone and the Decision approving the investor of the Urban Area project in Thanh Chuong town, Thanh Chuong district.
