This is one of the results of the thematic supervision of the National Assembly Standing Committee on the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units (PSUs) in the period of 2018 - 2023.

The monitoring delegation said that in the period of 2015 - 2021, the reduction rate of public service units in each field basically achieved the target of 10% reduction as required by Resolution No. 19 of the 12th Party Central Committee on "continuing to innovate the organization and management system, improving the quality and efficiency of public service units".

In particular, the monitoring team noted that the information and communication sector had the highest decrease (down 42.98%); followed by healthcare (down 38.68%); and culture and sports (down 28.55%).

In the period 2021 - 2023, the rate of reduction of public service units is slowing down, however, the IT&T sector still accounts for the highest reduction rate at 4.67%.

Press planning has contributed to a sharp reduction in the number of public service providers.

The monitoring delegation said that in the press sector, the arrangement of press agencies has achieved positive results, in which the role of the National Press Development and Management Plan to 2025 is clearly demonstrated through the arrangement results.

Specifically, the whole country has basically completed the arrangement of press agencies in 29/29 ministries, ministerial-level agencies, and agencies under the Government; 33/33 central association organizations and the Central Ho Chi Minh Communist Youth Union; 31/31 localities and 72 radio and television agencies; the radio and television system has carried out the arrangement according to the plan.

According to the monitoring delegation of the National Assembly Standing Committee, the implementation of the press development and management plan until 2025 has contributed to a sharp reduction in the number of public service providers with the reduction rate in the 2021-2025 period reaching 42.98%, leading the reduction rate in all fields.

“Basically, the situation of overlap, lax management, and activities that deviate from the principles and purposes has been overcome, associated with clearly defining the responsibility of leadership and management of the press of Party committees and authorities at all levels, especially of the heads of the governing bodies and press agencies,” the monitoring team assessed.

Regarding the information technology sector, according to the monitoring delegation, this is a highly socialized sector, with service activities mainly carried out by businesses according to market mechanisms.

The Government, the Ministry of Information and Communications and other agencies are still actively implementing to promote the achieved efficiency in socializing public career services in this field.

In the postal sector, the monitoring delegation said that only the special postal service group serving Party and State agencies is included in the list of public services using the state budget.

Other services have moved to a market mechanism with many postal service providers; the telecommunications sector has streamlined its organizational structure to achieve high efficiency.

However, the monitoring team also noted that the transfer of most publishing houses to revenue-generating public service units or, in cases where it is truly necessary and meets the conditions prescribed by law, the transfer to a 100% state-owned single-member limited liability company has not been implemented due to the lack of specific legal guidance.

Some tasks assigned according to the Network Planning of Public Service Providers in the field of Information and Communications until 2021, with a vision to 2030, are still facing difficulties in implementation.

At the 36th session on August 19, the National Assembly Standing Committee approved the draft Resolution on thematic supervision in principle and assigned the Standing Committee of the Law Committee to assist the Supervision Delegation in receiving and completing the resolution text to submit to the National Assembly Chairman for consideration and signing.

Accordingly, the National Assembly Standing Committee requested to continue promoting the arrangement and reorganization of public service delivery units to strive to achieve the goals and complete the tasks and solutions set forth in Resolution No. 19.

In the first quarter of 2025, complete the planning of the network of public service units in the industry and fields associated with the planning and socio-economic development plan.

Continue to improve policies to attract qualified and professional civil servants to work in public service units; pilot the recruitment and hiring of executive directors at public service units.

Public service units review and improve their internal organizational structure in the direction of streamlining, drastically reducing focal points, eliminating intermediate levels, and enhancing autonomy; innovate management methods, improve the management capacity of the unit, promote the application of information technology and advanced science and technology, apply international management standards and norms, contributing to improving the quality of public service, meeting the requirements of society and people.
