In 2023, implementing the goals and tasks in the context of many difficulties and challenges, Nghe An in general and the Natural Resources and Environment sector in particular have made efforts to effectively carry out the socio-economic development tasks set out by the sector. Along with proactively reviewing and advising the province to promptly promulgate policies and legal regulations on the field of natural resources and environment under its authority and directive documents to strengthen and effectively implement management work and resolve existing problems and difficulties, creating favorable conditions for effective implementation of administrative reform and attracting investment to the province; advising the Provincial People's Committee to organize the collection of people's opinions on the draft Land Law (amended)...
In addition, the Department also advises and reports to the Ministry of Natural Resources and Environment on planning and sectoral plans; focuses on directing and effectively implementing projects and plans on natural resources and environment approved by the Provincial People's Committee; proactively resolves difficulties and problems for establishments , organizations and individuals in production and business; propaganda, dissemination and education of administrative reform laws are increasingly paid more attention and have initially changed; proactively implements inspection, examination and settlement of complaints and denunciations, etc.
In addition to the above advantages and outstanding results, the industry assessed that there were still some limitations and shortcomings during the year. That is, illegal mineral exploitation still recurred in some localities; State management of land has not been comprehensive, some localities have not been close to the land management situation, so they have not been able to promptly advise on handling arising issues...
Based on discussions and comments, representatives of the People's Committees of districts and affiliated units analyzed outstanding results; the conference clarified the causes of limitations, shortcomings and inadequacies; thereby proposing solutions to implement task requirements, meeting management requirements in the new period.
Speaking at the conference, Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee praised the efforts of the Department of Natural Resources and Environment in 2023. The Vice Chairman of the Provincial People's Committee requested the department to focus and pay more attention to effectively implement and strictly manage, improve the efficiency of resource use, especially land, water resources, and minerals, with the goal of using resources most economically but with the highest efficiency.
He requested the sector to continue to review the policies and laws on natural resources and environment that have been issued to advise the Provincial People's Council and People's Committee to amend, supplement and replace them in accordance with reality, in order to remove and resolve difficulties, creating favorable conditions for economic sectors to access natural resources. Effectively implement the directives of the Central and the province on strengthening natural resource management, environmental protection and climate change response.
Reality is posing intertwined opportunities and challenges for the Natural Resources and Environment sector. Therefore, in 2024, the Natural Resources and Environment sector needs to actively disseminate laws on natural resources and environment to all classes of people, so that all people know, understand and comply; proactively review and advise on resolving problems arising from the grassroots level; organize proper implementation of legal provisions in appraisal and licensing in the field of natural resources and environment; effectively carry out administrative reform and digital transformation in the entire sector in all areas.

The Vice Chairman of the Provincial People's Committee also reminded the Department of Natural Resources and Environment of some contents in 5 specialized fields: land, environment, water resources, sea and islands, hydrometeorology, mineral geology and inspection and settlement of complaints and denunciations that the department must focus on handling in the coming year.
In 2023, the Department of Natural Resources and Environment was assigned to chair 03 interdisciplinary delegations established by the Provincial People's Committee, of which 2 delegations collected nearly 25 billion VND for the budget. Currently, the Department of Natural Resources and Environment is chairing the interdisciplinary delegation No. Decision No. 3404/QD-UBND dated October 20, 2023 to inspect the compliance with the law in mineral activities of enterprises in Quy Hop district.
