Talking to Thanh Nien on December 16, Mr. Thang Van Thong, Deputy Head of the Vietnam Wood Chip Association (Vietnam Timber and Forest Products Association), said that up to now, wood industry enterprises (mainly in the field of wood chip and pellet processing) have been refunded about more than 4,000 billion VND in value added tax out of a total of more than 6,000 billion VND in tax awaiting refund.
As of November 30, the tax authority has issued 16,778 value-added tax refund decisions with a total refund amount of VND 127,783 billion.
Previously, at the beginning of October, the amount of tax refunded to wood industry enterprises was only about 2,000 billion VND.
"The general spirit is that tax refunds are quite favorable, businesses can "breathe". Localities with fast tax refunds include Thanh Hoa, Binh Dinh, Quang Ngai... However, in Quang Ninh and Ba Ria - Vung Tau, tax refunds are quite sluggish. Up to now, the tax waiting to be refunded of wood industry businesses in Quang Ninh is about 1,500 - 1,600 billion VND, and up to now, not a single dong has been refunded," Mr. Thong emphasized.
The Vice President of the Vietnam Wood Chip Association added that in each locality, depending on the regulation of tax officials, the tax refund progress is fast or slow. Some places only trace back to the taxpayer, while others still trace back to the forest grower, which is a bit unreasonable; however, these cases are not many.
According to Mr. Thong, the Quang Ninh Provincial Tax Department responded to businesses that it is still waiting for the opinion of the General Department of Taxation (Ministry of Finance) to have clearer instructions for tax refunds.
Refunded 127,783 billion VND in taxes
According to the General Department of Taxation, implementing the direction of the Government, the Prime Minister, and the Minister of Finance, the General Department of Taxation has implemented many measures to review and direct local tax departments to speed up the processing of value-added tax refund dossiers and request tax departments to report the progress of processing dossiers daily.
As of November 30, the tax authority had issued 16,778 value-added tax refund decisions with a total refund amount of VND 127,783 billion, equal to 68.7% of the value-added tax refund estimate for 2023 approved by the National Assembly, equal to 93% compared to the same period in 2022.
On the morning of December 15, at the Dialogue Conference with businesses on tax and customs administrative policies and procedures in 2023, Mr. Cao Anh Tuan, Deputy Minister of Finance, affirmed: in the coming time, the Ministry of Finance will continue to improve mechanisms and policies, promote administrative procedure reform and modernization in the field of tax and customs in the direction of continuing to create an equal, transparent and favorable business environment in fulfilling tax obligations to the state budget.
"Along with the solutions of the Government, the Prime Minister, ministries, central and local departments and branches, the Ministry of Finance hopes that businesses will take more initiative to take advantage of opportunities to innovate, improve competitiveness and develop; at the same time, strictly and fully comply with the provisions of the law on tax and customs, contributing to the common goal of socio-economic development," said Mr. Tuan.
