Many positive results
Reporting at the inspection, the leader of the Department of Education and Training said that Hanoi is the locality with the largest educational scale in the country. The whole city currently has 2,913 schools of all levels and 1 school for training educational staff (an increase of 39 schools compared to the same period last year); nearly 2.3 million students; 70,150 classes (an increase of 48,000 students compared to the same period last year), 29 vocational education and continuing education centers.
In the city, there are also 105 foreign-invested educational institutions, 9 foreign representative offices, 1,052 foreign language and information technology centers of all kinds. The whole sector has more than 155,000 managers, teachers, and employees at all levels and fields of study, with 100% of teachers meeting the prescribed standards.
By 2024, the whole sector will have 342 teachers awarded the title of People's Teacher and Excellent Teacher by the President. This is an important resource for the city to innovate and improve the quality of education and training in a practical and effective manner, approaching advanced and integrated education, joining hands for the development of a creative city and a global learning city.
The Hanoi education sector set a target of 80-85% of public schools meeting national standards by 2025. By the end of November 2024, the rate of schools meeting national standards in the city was 80.4%. This result increased in both quantity and rate compared to the time before implementing Program 06-CTr/TU for the period 2021-2025. Along with that, the sector also strives that by 2025, the city will build 3-5 advanced and modern general schools with many levels of education with a scale of 5 hectares or more.
Hanoi has completed the work of building orientations for the development of the preschool education system, general education and continuing education; updated in the Hanoi Capital Planning for the period 2021 - 2030, vision to 2050 and the Project to adjust the Hanoi Capital Planning to 2045, vision to 2065; including 7 advanced, modern, high-quality multi-level general schools. Currently, the number of high-quality schools in the city is 23, an increase of 5 schools compared to before.
In recent years, students in the capital have always achieved high results, ranking first in the country in national and international competitions for excellent students; mass education has received attention and focus. Hanoi is one of the first four provinces and cities in the country to be recognized by the Ministry of Education and Training as having achieved the universalization of lower secondary education at 99.81% (ranked 11/63 provinces and cities, up 13 places compared to 2021).
Many campaigns and competitions in the education sector have been implemented effectively and have their own mark, such as the movements: Schools join hands to develop - teachers share responsibilities, The sound of the study drum, Hanoi teachers' awards for dedication and creativity...
Activities to foster patriotism, national pride, moral ideology, and healthy lifestyles have been widely deployed; the quality of cultural models and implementation of codes of conduct in schools have also been improved through the project "Building a culture of conduct in schools" and the "Happy School" criteria set. The whole city has organized classes to learn about the Party for 1,610 students, admitting 168 new Party members who are high school students.
Keep caring to do better
During the discussion at the inspection session, representatives of units, departments and branches recommended that the Department of Education and Training clarify the implementation of technical and economic norms; national standard school criteria; construction of advanced and modern inter-level schools; the shortage of teachers; training of high-quality human resources for education, etc.

Concluding the inspection, Vice Chairman of the City People's Committee Vu Thu Ha praised and highly appreciated the results that the Hanoi Education and Training sector has achieved in recent times. Typically, the system of issuing documents of the sector has been basically deployed early and fully; for new, difficult, and unprecedented contents, the Department also has content to advise the City People's Committee. Digital transformation has been effectively implemented; promoting new and creative models to improve the quality of education; examination and enrollment work has been seriously and safely implemented; international cooperation activities have flourished and been effective; cultural, sports and art activities have taken place enthusiastically, with quality and depth...
In order for the Department of Education and Training to continue effectively implementing the City Party Committee's Program 06-CTr/TU, Vice Chairman of the City People's Committee Vu Thu Ha noted that the Department of Education and Training needs to pay more attention to implementing the targets according to the set plan; soon build a model and plan to manage modern advanced inter-level schools.
Regarding improving the quality of mass education, although the education sector has made efforts and achieved good results, it is still not commensurate with the position of the Capital, so it is necessary to determine the rankings and goals more clearly to strive and create a difference with other provinces and cities in the country.
The Department also needs to promptly review and grasp some emerging issues of the industry to have solutions to prevent the risk of violations. Along with that, the contents of building cultural schools, improving the quality of teachers, etc. also need to be closely monitored by the Department.
In the coming time, the Department of Education and Training will continue to develop technical and economic norms and a roadmap for educational autonomy, urgently develop a plan to submit to the City People's Committee on organizing teacher delegations to study abroad; develop a dual degree project and a general project on improving the quality of education 2026 - 2030 to promptly submit to the City People's Committee for consideration.
