Accordingly, the State Bank clearly stated how to implement facial authentication for customers who do not have an ID card or Citizen Identification Card (CCCD) with a chip, but only have an ID card or non-chip CCCD with a valid term of use according to the provisions of law).
For these customers, authentication is performed by matching the biometric data stored in the collected and verified Customer Biometric Database, where the verification is performed face-to-face.
In this guide, the State Bank also mentioned the problem that many customers encounter when completing the facial authentication steps to transfer money. That is, customers have a chip-embedded ID card but use a phone that does not support NFC (Near-Field Communication wireless connection standard).
For these clients, authentication is performed in two ways.
One is through authenticating the customer's electronic identification account created by the electronic identification and authentication system.
Second, it matches the biometric data stored in the collected and verified customer biometric database.
The verification is performed by matching the customer's biometric identification data with the biometric data in the customer's CCCD chip issued by the Police at the transaction counter, through the unit's chip-mounted CCCD reader/phone.
Or match the customer's biometric identification data through the authentication of the customer's electronic identification account created by the electronic identification and authentication system.
To prepare for the implementation of Decision 2345 from July 1, 2024, the State Bank of Vietnam requests that units prepare plans, hotline channels and arrange staff on duty 24/7 to promptly guide and support customers in registering and using biometric authentication information.
Units need to proactively coordinate with the National Population Data Center - Department of Administrative Management of Social Order - Ministry of Public Security and other relevant organizations to prepare plans to handle difficulties and problems in the process of registering and using biometric authentication services from July 1, 2024.
The State Bank also requires the implementation of technical solutions to ensure security and safety of information and customer data, comply with legal regulations on personal data protection and legal regulations on ensuring security and safety of information systems.
To avoid transaction congestion and provide timely support to customers, the State Bank encourages units that have completed the implementation to promptly provide services to customers.
