On March 7, the National Assembly Standing Committee held the second National Conference to implement the laws and resolutions of the 6th Session and the 5th Extraordinary Session of the 15th National Assembly. The conference took place in person at the National Assembly House and was connected online to 63 locations in provinces and cities across the country.
Positive changes in the implementation of laws and resolutions
Reviewing the main contents of the Conference, National Assembly Chairman Vuong Dinh Hue stated that through the actual situation and reports of the National Assembly Standing Committee, the Government and the presentations at the Conference, there have been positive changes in the implementation of laws and resolutions, especially after the success of the first National Conference. Agencies have demonstrated a high sense of responsibility, proactively and resolutely overcoming all difficulties and challenges, especially the pressure on progress, scope and workload to make urgent efforts to promptly implement laws and resolutions.
In particular, the National Assembly Standing Committee has directed to promote communication and timely information to voters and people about the results of the sessions and the laws and resolutions passed by the National Assembly. The review and completion of the content and technical aspects of the documents were focused on and implemented early, so that immediately after the laws and resolutions were passed, the agencies could submit them to the National Assembly Chairman for quick certification, ensuring proper publication as a basis for implementation. National Assembly delegations coordinated with the local Vietnam Fatherland Front to organize meetings with voters to promptly report the results of the sessions, helping local authorities, people and businesses to quickly grasp new and important policies and proactively prepare plans and resources for implementation.
Immediately after the end of the National Assembly session, the Government directed the Ministry of Justice and the Government Office to coordinate with ministries and ministerial-level agencies to review and clearly identify the contents specified in the laws and resolutions, on that basis, assign the drafting agency, coordinating agency and deadline for submitting and promulgating documents; a number of decisions and plans for implementing laws and resolutions were issued very promptly.
Emphasizing that the results of the implementation of the above Law are very remarkable, however, according to the Chairman of the National Assembly, this is only the first step. The amount of work that needs to be continued is very large, especially many laws of the 6th Session and the 5th Extraordinary Session have a large number of articles and contents assigned to the Government and regulatory agencies, which are both difficult and require high progress. With such many challenges, the implementation of the laws and resolutions passed by the National Assembly at the 6th Session and the 5th Extraordinary Session requires great concentration, effort and determination from the agencies.
Urgently develop and issue 56 detailed regulations
National Assembly Chairman Vuong Dinh Hue emphasized a number of key tasks to focus on effectively implementing the work of law enforcement. Accordingly, the National Assembly and the National Assembly Standing Committee shall organize the implementation of contents as prescribed in laws and resolutions; promptly handle arising issues within their competence based on the proposals of the Government, agencies, organizations, and National Assembly deputies. At the same time, assign National Assembly agencies to review, comment, and thoroughly examine reports of the Government and agencies on the implementation of requirements in laws and resolutions, and report to the National Assembly for consideration and discussion when necessary. National Assembly agencies shall proactively monitor, closely supervise, and urge agencies to promptly implement.
At the same time, it is recommended that the Government and the Prime Minister closely follow the specific requirements and tasks for implementation of each law and resolution passed at the 6th Session and the 5th Extraordinary Session as specifically stated in the report of the National Assembly Standing Committee. Promptly issue a list of documents detailing the implementation of laws and resolutions passed by the National Assembly at the 5th Extraordinary Session and assign specific agencies to preside over the drafting, with a deadline for completion. Continue to issue plans to implement laws and resolutions of the National Assembly; allocate resources and prepare conditions to ensure that task requirements are met.
“It is necessary to comply with the Law on Promulgation of Legal Documents, promptly develop and promulgate under the authority of 56 detailed regulations to ensure progress and quality so that they can take effect promptly with laws and resolutions, have feasibility, consistency, and synchronization in the system of legal documents, especially documents detailing laws that are closely related to each other such as the Land Law, Housing Law, Real Estate Business Law, etc.; not to overlap, create obstacles, bottlenecks, create processes, procedures, and "sub-licenses" that are contrary to regulations in the organization of implementation" - the National Assembly Chairman emphasized.
Strengthening the dissemination of policies, contents of laws and resolutions
Emphasizing the need to continue to strengthen the dissemination, propaganda, popularization, and introduction of policies, contents of laws, resolutions, and detailed regulations and implementation guidelines so that agencies, organizations, people, and businesses can correctly and fully understand the regulations; National Assembly Chairman Vuong Dinh Hue expressed his wish and requested the Ministry of Justice and the Law Committee to advise the Government and the National Assembly Standing Committee to effectively organize the action plan in response to Vietnam Law Day on November 9.
At the same time, research, compile and publish the book: Land Law - Questions and Answers to meet the requirements of popularizing and propagating the law. Organize professional training in appropriate forms for the team of civil servants assigned to organize implementation, especially for specialized laws with many new and complex contents such as the Law on Telecommunications, the Law on Identification, the Law on Land, the Law on Credit Institutions, etc.
Synchronously implement solutions to improve the effectiveness and efficiency of law enforcement, tighten discipline, promote the responsibility of leaders, the responsibility and proactiveness of civil servants, combined with strengthening inspection and examination to prevent, detect, promptly stop and resolutely handle negative behaviors, "group interests", "local interests" in law enforcement.
In addition, local authorities of provinces and cities proactively review, research, prepare necessary conditions and organize the implementation of assigned powers and tasks, especially new powers and tasks added in laws, resolutions of the National Assembly, pilot mechanisms and policies, and specific ones applied in localities and agencies.
National Assembly Chairman Vuong Dinh Hue believes that the issues discussed at the conference will become valuable lessons and experiences, and that the remaining problems in the implementation of laws and resolutions will have appropriate solutions; thereby, the implementation of laws will become increasingly professional and methodical, meeting the expectations of voters and the people, along with the work of building and perfecting the legal system to contribute to building a strong socialist rule-of-law state.
