Russia continues to attack Odessa, Ukrainian President makes strong statement

Russian troops destroyed Ukrainian positions in three settlements on the right bank of the Dnieper River near the southern Ukrainian city of Kherson, a barracks near the settlement of Pridneprovskoye, two 120 mm mortars and killed 46 Ukrainian servicemen in the previous 24 hours, according to TASS news agency citing a statement this morning, July 23, from regional authorities.

In addition, the Russian military announced on July 23 that it had attacked all designated targets in the port city of Odessa in southern Ukraine, arguing that these locations were being used to prepare "terrorist acts" against Russia, according to AFP.

"At night, the armed forces of the Russian Federation carried out a strike... on facilities preparing terrorist acts against the Russian Federation using unmanned aerial vehicles. All targets planned for the airstrike were destroyed," the Russian military said in a statement.

Earlier in the day, Odessa Governor Oleh Kiper wrote on the Telegram messaging app that a Russian airstrike on the city of Odessa early in the morning had killed one person and injured 19, according to Reuters. Kiper also wrote that the attack destroyed six homes, an apartment building and severely damaged a church.

Ukraine's Air Force said on July 23 that Moscow launched 19 missiles from land, air and sea at the Black Sea port of Odessa at night, of which nine were shot down, according to AFP.

Following the attack, Ukrainian President Volodymyr Zelensky vowed to retaliate against Russian forces. "Missiles were fired at peaceful cities, at residential buildings, at a large cathedral. There will definitely be retaliation against Russian terrorists for Odessa. They will feel this retaliation," President Zelensky said, according to AFP.

Russia has been accused of attacking Odessa and other Ukrainian food export facilities almost daily over the past week after Moscow on July 17 refused to extend a United Nations-brokered agreement to allow safe transport of Ukrainian grain across the Black Sea, according to Reuters.

Why is the US not rushing to send long-range ATACMS missiles to Ukraine?

Frustration with Ukraine's slow counterattack against Russian forces has led to speculation that Washington will soon provide long-range ATACMS missiles to Kyiv, The Washington Post reported on July 22.

However, US defense and administration officials familiar with the ATACMS issue confirmed to The Washington Post that “there has been no change in US policy and no substantive discussion on the issue for months.”

According to US defense and administration officials, the Pentagon believes Kyiv “has pressing needs beyond ATACMS and is concerned that sending sufficient weapons to Ukraine to make a difference on the battlefield would severely undermine US readiness for other potential conflicts.”

Officials say the number of ATACMS in the U.S. stockpile remains stable, awaiting replacement by the next-generation long-range precision strike missile, which is expected to enter service later this year. Lockheed Martin (USA) still produces 500 ATACMS a year, but that number is reserved for sale to other countries.

Leopard tank repair center from Ukraine starts operating in Poland

Polish Defense Minister Mariusz Blaszczak wrote on Twitter that a Leopard tank repair center from Ukraine has started operating in Poland, according to TASS news agency today, July 23.

"The maintenance center in Gliwice has started operations. The first two Leopards have arrived from Ukraine," Blaszczak wrote on Twitter.

The German Defense Ministry announced on July 12 that Berlin and Warsaw plan to jointly repair Leopard tanks participating in military operations in Ukraine.

President Lukashenko wants to keep Wagner mercenaries in central Belarus

Belarusian President Alexander Lukashenko told Russian President Vladimir Putin on July 23 that he was "holding" Wagner mercenaries in central Belarus and that Minsk was "controlling" the situation when Wagner mercenaries were on Belarusian territory, according to AFP.

"They are asking to go west, asking for my permission... to make a trip to Warsaw (Poland), to Rzeszow (Poland). But of course, I will keep them in central Belarus, as we agreed," President Lukashenko told President Putin during a meeting in Moscow. At that time, Mr. Putin smiled.
