Reuters on November 21 quoted a statement from the Ukrainian military saying that Russia had fired an intercontinental ballistic missile (ICBM) into Ukraine that morning.

The Ukrainian Air Force said the Russian military launched the ICBM from Astrakhan province, in southern Russia and bordering the Caspian Sea. Kyiv added that this was the first time Moscow had used such a weapon since the outbreak of hostilities, which have lasted more than 1,000 days.

Ukraine said the Russian attack targeted businesses and critical infrastructure in the city of Dnipro, but did not provide details on what type of ICBM Russia used or what damage it caused. The Ukrainian military only mentioned that six Russian Kh-101 cruise missiles launched at Ukraine were intercepted.

If confirmed by Russia, this could be seen as a new escalation in the war in Ukraine, which took place after Kyiv used the US ATACMS long-range missile and the British Storm Shadow to attack Russian territory. ICBMs have a range of thousands of kilometers and can carry a variety of warheads.

Moscow has not yet commented on the ICBM launch. Previously, Russia accused the West of escalating the conflict by allowing Ukraine to use long-range missiles to attack Russian soil, affirming that it would take retaliatory action.

Regarding the war in Ukraine, TASS news agency reported on November 21 that the Russian army announced that it had defeated half of the Ukrainian forces stationed in the city of Kurakhove, eastern Ukraine, which is considered the top target that Moscow wants to control. Kyiv has not yet commented on this information.

On the same day, November 21, Russian Foreign Ministry spokeswoman Maria Zakharova said that Russia is ready to consider peace initiatives on the conflict in Ukraine, if they take into account Russia's interests and the current situation. Ms. Zakharova added that Moscow is ready for negotiations and thanked countries that are trying to find a peaceful solution.
