Russia says new nuclear move helps cool 'hot heads', hopes US 'is rational enough'

On September 26, Kremlin spokesman Dmitry Peskov warned that the level of confrontation around Russia is currently significant but does not threaten the country's sovereignty.

Russian President Vladimir Putin has convened a permanent meeting of the Russian Security Council on nuclear deterrence after a pause lasting more than a year, a Kremlin official told TASS news agency.

During the meeting, he mentioned the planned amendments to the Russian Nuclear Doctrine. Currently, the country has a draft of the amendment but it has not been approved yet.

According to Mr. Peskov, the signing of the decree approving the revised Nuclear Doctrine will be carried out by the Russian President when ready.

Deputy Chairman of the Russian Security Council Dmitry Medvedev described the review of Russia's nuclear doctrine as a "predictable event" that could help calm the "hot heads" of some of Russia's opponents.

The move comes as Ukraine is trying to push the West, including the US, to allow Kiev to use long-range weapons supplied to strike deep into Russian territory.

On this issue, on the same day, RIA Novosti news agency reported that on the sidelines of the United Nations General Assembly session in New York, Russian Deputy Foreign Minister Sergei Vershinin warned that the consequences of agreeing with Kiev were clear to all, emphasizing: "I want to believe that the United States will have enough reason and wisdom to not lead to this situation."

Russia's nuclear doctrine, officially called the Fundamentals of the Russian State Policy in the Sphere of Nuclear Deterrence. The most recent version was approved in June 2020, with the basic principle that nuclear weapons are the last resort to protect the country's sovereignty.

In the draft amendment, the Doctrine will expand the list of countries and military alliances subject to nuclear deterrence as well as the list of military threats requiring nuclear deterrence measures.

The draft also mentions "aggression against Russia" Any attack by any non-nuclear-weapon state, but with the participation or support of a nuclear-weapon state, shall be considered as a joint attack by them on the Russian Federation.

Russia would consider using nuclear weapons if it detected the beginning of a large-scale missile, aircraft or drone launch against Russia.

In addition, Moscow also reserves the right to use nuclear weapons if Russia or Belarus, two members of the Union State, are subject to aggression, including conventional weapons but "posing a serious threat" to sovereignty.

Associate Professor of Political Science Alexander Bedritsky, Director of the Tauride Center for Analytical and Information Studies, called the revision of Russia's Nuclear Doctrine a warning to the West and inevitable, as Moscow is “on the verge of having to change the documents.”
