On the evening of October 12, at the Hanoi Opera House, the Central Propaganda Department and the Steering Committee for External Information Work chaired and coordinated with relevant agencies to organize the 9th National External Information Awards Ceremony with the participation of Party and State leaders and many award-winning authors/author groups.

Comrade Pham Minh Chinh, Politburo member, Prime Minister attended and delivered a speech at the ceremony. Also attending were Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, Head of the Steering Committee for External Information Work; Comrade Le Hoai Trung, Secretary of the Party Central Committee, Head of the Central External Relations Department; comrades of the Party Central Committee, alternate members of the Party Central Committee, leaders of central and local ministries, departments, branches, leaders of press and publishing agencies, and award-winning authors.
During the half-term implementation of the Resolution of the 13th National Party Congress in general and in the period from July 2022 to July 2023 in particular, Vietnam has basically successfully achieved the goals and tasks of both focusing on disease prevention and control; and promoting economic and social recovery and development. A series of important foreign affairs activities took place vigorously, receiving high attention from public opinion and international media. The 13th Party Central Committee's mid-term conference assessed that our Party and our Country have firmly overcome all difficulties and challenges, continuing to achieve important, quite comprehensive and commendable results in many fields. The recent 8th Central Conference of the 13th tenure also continued to affirm the important results in all fields of the Party and the Country in the context of the world and domestic situation having many unusual difficulties and challenges, much more complicated than forecast; Vietnam has become a "bright spot in the not-so-bright picture of the global economy". Contributing to the above results, there is a significant part of foreign information work.

At the 9th Award, the Award Organizing Committee received 1,456 entries/products, an increase of 30% compared to the previous Award. The number of entries increased mainly in the categories of initiatives and products with foreign information value; printed newspapers, electronic newspapers, foreign language websites; television; photos; video clips. The categories of printed newspapers, electronic newspapers, Vietnamese and foreign language websites still lead in the number of entries/products participating in this year's Award.
The themes of this year's works/products fully cover important political, foreign affairs, cultural events of the country, attracting the attention of domestic and international public opinion; information on the Party and State's guidelines, policies, and achievements of the country in the fields of politics, economics, foreign affairs, human rights; the beauty of the country, people, and cultural values of Vietnam... The forms of expression are diverse, unique, and modern, meeting the needs and information access habits of different audiences, especially the youth. Many works/products demonstrate innovative and creative thinking in terms of methods; effectively applying new media. Works/products by foreigners mainly focus on analyzing Vietnam's foreign policy; Vietnam's role and position in the international arena, and the socio-economic development situation; People-to-people exchange activities... demonstrate deep understanding and affection for the country and people of Vietnam, contributing to creating a positive flow of international public opinion about Vietnam.
The press and media force still accounts for a large proportion of authors/groups of authors, reflected in the number of works/products in the genres of journalism, television, radio, and photography. The 9th Award continues to attract the active participation of authors/groups of authors who are foreigners and overseas Vietnamese with 78 works/products; at the same time, it also recognizes the very active and responsible participation of local press agencies, research institutes, organizations, individuals, artists, academic experts, etc. Many works/products are invested in elaborately and have quality; the application for the Award is serious and thorough.

This year's award, the multilingual Vietnam image promotion platform https://vietnam.vn of the Department of Foreign Information, Ministry of Information and Communications was honored to win the Second Prize of the 9th National Award for Foreign Information. In 2023, the Department of Foreign Information, Ministry of Information and Communications, built a platform to promote Vietnam's image in many languages at https://vietnam.vn. This is a platform upgraded from the electronic information page https://vietnam.vn but with completely different features on a new technology platform.
The platform https://vietnam.vn gathers information from over 100 major press agencies, 63 information portals of provinces and centrally-run cities and data sources of many organizations, businesses and individuals to update and provide information quickly and multi-dimensionally about Vietnam.
In addition to providing official information about Vietnam, the platform continuously updates information promoting localities (Destinations section); synthesizes beautiful images/videos about Vietnam (Multimedia section); digitizes Vietnam in digital space (Vietnam 3D section); introduces typical public faces (Figure section). This is also an open forum for domestic and international audiences to express their views and perspectives on the country and people of Vietnam (Views section).
In addition to the above categories, the platform also integrates a chatbot using artificial intelligence (AI), using ChatGPT's engine and official data sources provided by the Department of Foreign Information, supporting users to quickly search for information with high reliability that users need to look up about Vietnam.

To reach a wider audience of foreign readers, https://vietnam.vn has used Google Translate's automatic translation support tool to translate all content into 6 languages: English; French; German; Russian; Korean; Japanese. These languages will be the default when readers visit next time.
The award is organized to affirm the important position and role of foreign information work in informing about the domestic situation, the Party's guidelines and policies, the State's policies and laws, Vietnam's viewpoints and stances on international and regional issues; promoting the image of the country, culture, history, and people of Vietnam, enhancing the country's international position and prestige; fighting against false information and distorted arguments about Vietnam in the fields of national sovereignty, ethnicity, democracy, and human rights. At the same time, it aims to honor authors and groups of authors with outstanding products, initiatives, and ideas in the field of foreign information; creating motivation to attract organizations and individuals to actively participate in foreign information and propaganda.
Based on the Award rules, through two rounds of Preliminary and Final, the Award Council selected 110 best works/products to award prizes. Of which, there were 8 first prizes, 22 second prizes, 30 third prizes, and 50 consolation prizes.
Speaking at the award ceremony, Comrade Pham Minh Chinh, Politburo member and Prime Minister, on behalf of the Party and State leaders, acknowledged and highly appreciated the positive contributions of foreign information work in general and the team of foreign information workers in particular to the important results of the country after half a term of implementing the Resolution of the 13th National Party Congress, contributing to consolidating and enhancing the role, position and prestige of our Party and country in the international arena.
Speaking at the award ceremony, Prime Minister Pham Minh Chinh requested that the foreign information forces focus on performing well the following tasks: continuing to fully and accurately convey the Party's foreign policy and guidelines; the Party and State's economic development policies and guidelines; stepping up communication and promotion of culture, tangible and intangible cultural heritages that are unique and characteristic of Vietnam and have international competitiveness. Constantly innovating and creating foreign information methods, identifying this as a key task to improve the effectiveness of foreign information work.
The Prime Minister emphasized, “We must tell appropriate, attractive, and engaging stories about Vietnam so that the world can understand, love, and support Vietnam; we must find a quick and effective way to bring Vietnam's messages to leave a deep impression in the hearts of international friends.” Actively and proactively seek solutions to invest resources in foreign information work; mobilize and gather a large number of people and international friends to participate in foreign information work. Each citizen is an ambassador in foreign information work, and at the same time, we must take advantage of and promote the creativity and enthusiasm of young people in foreign information work. Timely prevent and remove; effectively fight and refute bad, toxic, offensive information that opposes the Communist Party of Vietnam and the State. Harmoniously combine "building" and "fighting", in which "building" is the main focus.
Regarding the National Award for External Information, the Prime Minister requested the Central Propaganda Department, the Steering Committee for External Information Work, especially key press agencies to continuously research, explore, and innovate in the regulations, award structure, and organization work, so that the influence of the Award does not stop at Vietnam, but also spreads to countries in the region and around the world. The 9th National Award for External Information was launched on March 29, 2023, considering and awarding products posted on mass media; published, released, announced and applied domestically and internationally, from July 1, 2022 to June 30, 2023.
