NATO prepares 'wartime scenario', considers preventive attack on Russia, Moscow says it probably hasn't read the entire nuclear doctrine

On November 25, Admiral Rob Bauer, Chairman of the Military Committee of the North Atlantic Treaty Organization (NATO), said that the military alliance is beginning to discuss conducting preventive strikes on Russian territory with high-precision weapons.

Sputnik news agency quoted Mr. Bauer's statement at a conference in Brussels (Belgium), saying that NATO is changing the view that this alliance is only a defense association, in which members "will sit and wait to be attacked".

According to him, the current defense strategy of the military alliance is no longer effective, and the possibility of a conflict with Moscow is not excluded. In that case, the bloc's member states should be the first to launch coordinated attacks with high-precision weapons on Russian territory.

Mr. Bauer also called on the alliance countries to spend more actively on defense, replenish depleted arsenals, and invest in air defense systems and precision strike weapons.

Specifically, the overall percentage required to implement the new plans has moved closer to 3% of GDP per country, rather than the 2% agreed in 2014.

Also at this event, the Chairman of the NATO Military Committee called on businesses to prepare for wartime scenarios and adjust production and distribution processes accordingly to minimize risks, ensuring that all essential services and goods are available in all situations.

Seeing this as an important part of NATO's deterrence strategy, Mr. Bauer noted that while the military can win battles, it is the economy that is the decisive factor in winning conflicts.

In the latest reaction to Admiral Rob Bauer's comments, particularly on preventive strikes against Moscow, on the same day, Russian Foreign Ministry spokeswoman Maria Zakharova said: “ It seems they did not fully read the new nuclear doctrine .”

On November 19, Russian President Vladimir Putin signed a decree approving the Foundation of State Policy in the Field of Nuclear Deterrence, the country's updated nuclear doctrine. The basic principle of the doctrine is that the use of nuclear weapons is the last resort to protect national sovereignty.

Specifically, the revised doctrine expands the scope of states and military alliances covered by nuclear deterrence, as well as the list of military threats that this deterrence is intended to counter.

Additionally, the document states that Russia will now consider any attack by a non-nuclear state supported by a nuclear power as a joint attack.

Moscow also reserves the right to consider a nuclear response to an attack with conventional weapons that threatens its sovereignty, a large-scale attack by enemy aircraft, missiles and drones on Russian territory, their violation of Russia's borders, as well as an attack on its ally Belarus.
