Raising the entrance threshold for education and health sectors, tightening regulations on admission based on academic records

The Ministry of Education and Training plans to amend the regulations on university and college admissions for preschool education, including some changes in the entrance threshold for teacher training and health care and regulations on admission based on academic records.


The Ministry of Education and Training announced a draft circular amending and supplementing a number of articles of the regulations on university and college admissions for preschool education on the afternoon of November 22. These include changes to the entry threshold for teacher training and health care, and regulations on admission based on high school academic results.

Entrance threshold for teacher training and health majors considers academic performance of all 3 years of high school

According to the draft Circular, regarding the entry threshold for teacher training and health-related majors with practice certificates for training admission methods, the Ministry of Education and Training stipulates that the academic results in all 3 years of high school must be good or higher or the high school graduation score must be 8.0 or higher. Meanwhile, currently, the Ministry of Education and Training only stipulates that the academic results of grade 12 must be good or higher or the high school graduation score must be 8.0 or higher.

For the majors of physical education, music education, fine arts education; preschool education at college level and the majors of nursing, preventive medicine, midwifery, dental prosthetics, medical testing, medical imaging, and rehabilitation, the Ministry of Education and Training stipulates that the academic results in all 3 years of high school must be ranked as good or higher or the high school graduation score must be 6.5 or higher. The current regulations also only require that the 12th grade academic performance must be ranked as good or higher or the high school graduation score must be 6.5 or higher.

Draft Circular expected to change entry threshold for teacher training majors, majors in the health sector

For candidates who have graduated from intermediate level or higher and are applying for university admission to teacher training majors and majors in the health sector with a practice certificate, the entrance threshold is applied to one of the following criteria:

  1. 3 years of high school academic performance must be excellent (good level) or higher, or the average score of high school cultural subjects must be 8.0 or higher;
  2. Graduated from high school with honors or higher or high school academic performance is good (fair level) and has 3 years of working experience in the right field of study;
  3. Graduated from high school, college, university with honors or higher;
  4. Graduated from intermediate level, or college level or university level with good grade and have 3 years of working experience in the right field of training;

Thus, compared to the regulations in the current regulations, the Ministry of Education and Training has also changed the conditions, from only considering grade 12 academic performance to 3-year high school academic performance.

Admission by transcript: Must use the entire 12th grade academic results

Regarding the admission method based on academic results and exam results for each subject (including the total score of high school subjects, high school graduation exam scores, foreign language certificates and other assessment results), a new point in the draft Circular stipulates: In case of using high school academic results for admission, the candidate's entire 12th grade academic results must be used.

The subject group used for admission includes at least 3 subjects suitable to the characteristics and requirements of the training program, including math or literature with an assessment weight of at least 1/3 of the total score.

A training program, major, or group of majors can use several subject combinations at the same time for admission consideration. In that case, the common number of subjects in the combinations must have an assessment weight of at least 50% of the total score.

In fact, in previous years, many schools only used the academic results of a few semesters and did not use the results of the second semester of grade 12 for the early admission method. This is considered to affect the learning attitude, causing students to lose motivation to study in the final year of high school...

Regarding the method of converting scores for each training program, major, and group of majors, the Ministry of Education and Training requires ensuring that each candidate has the opportunity to achieve the maximum score, and at the same time, no candidate has a score exceeding the maximum score (including priority points, bonus points, and incentive points).

Training institutions are responsible for explaining the scientific and practical basis in determining admission methods, admission methods, admission combinations and equivalent conversion of admission scores and admission scores; which must be based on analysis, evaluation and comparison of the learning results of admitted students each year.
