However, currently, it is very difficult to punish pedestrians who do not cross the street according to the Road Traffic Law. In many cases, when the traffic police blow their whistles, pedestrians are afraid of being fined, so they cross the street faster without paying attention to the vehicles, making traffic accidents more likely to occur. In addition, there are many cases where even though the fault is determined to be the pedestrian's, it is not thoroughly handled, leading to an increase in pedestrian violations.
To reduce traffic accidents for pedestrians, many opinions suggest that it is necessary to simultaneously deploy, inspect, and control lanes, priority traffic lights, and painted lines for pedestrians at intersections and crossroads to create favorable conditions for pedestrians when participating in traffic. Functional units of districts, wards, and communes need to deploy drastically, handle cases of encroachment on roads, curbs, and sidewalks to reserve the road for pedestrians. Functional forces need to strengthen the work of punishing pedestrians who violate traffic laws because only by strictly handling violations will it create the premise for propaganda work to raise pedestrians' awareness when participating in traffic in the future.
