Promoting the role and responsibility of local State power agencies, in recent times, the Thanh Hoa Provincial People's Council has actively coordinated with relevant agencies to effectively implement the assigned tasks. At the same time, it has considered and proposed the issuance of many mechanisms, policies and guidelines to remove difficulties and obstacles to promote socio-economic development.

On the basis of the Working Regulations and the Work Program for 2024, in the first 6 months of 2024, the Provincial People's Council and the Standing Committee of the Provincial People's Council continued to innovate in the direction of being proactive and flexible in directing and implementing the working regulations and completing the contents of the work program. Notably, the quality of the People's Council sessions was innovated and improved in a practical manner; at the same time, considering and deciding on important local issues, associated with the adoption of 75 resolutions, ensuring the correct authority of the law, in accordance with the new conditions of the province. The resolutions have promptly institutionalized the Party's guidelines and policies, the State's laws into local mechanisms and policies. Thereby, creating an important legal basis for all levels and sectors to direct implementation, in order to promote socio-economic development, ensure national defense and security in the area. In particular, the Provincial People's Council and the Standing Committee of the Provincial People's Council have proactively and actively participated early in working with relevant agencies to review and propose mechanisms, policies and guidelines to remove difficulties and obstacles in socio-economic development, State budget revenue and expenditure, etc.
Along with that, the supervision, questioning and explanation activities of the People's Council and the Standing Committee of the Provincial People's Council have been focused on innovation in the direction of focus, substance and efficiency. After supervision and explanation, many existing problems, limitations and concerns have been overcome by all levels and sectors and have had positive changes, highly appreciated by voters and people.
In the first 6 months of 2024, the Provincial People's Council organized thematic supervision of the results of the implementation of the National Target Program on New Rural Development from 2021 to 2023 in Thanh Hoa province. Accordingly, the Standing Committee of the Provincial People's Council issued a plan and outline for supervision and organized 2 direct supervision delegations in 13 localities and units. The Provincial People's Council committees established supervision delegations to directly supervise 8 localities and units with 3 supervision topics. In addition, according to the assignment of the Standing Committee of the Provincial People's Council, the Committee for Culture and Society organized direct surveys of 8 units and localities on the implementation of legal provisions on the management of private medical and pharmaceutical practice in the province, period 2021-2023; Conducted direct surveys in 4 localities on the management and organization of the 2024 Giap Thin Spring Festival at a number of relics... Through the process of monitoring, urging, and supervising, all levels and sectors have closely coordinated in organizing the implementation of recommendations. Since then, many shortcomings and limitations have been overcome, some long-standing limitations have been completely resolved, meeting the wishes of voters.
The coordination of the implementation of the voter contact plan was carried out seriously and in accordance with regulations. Accordingly, the Standing Committee of the Provincial People's Council proactively coordinated with the Standing Committee of the Provincial Vietnam Fatherland Front Committee to organize for the Provincial People's Council delegates to conduct voter contact according to regulations. As a result, in the first 6 months of 2024, the Provincial People's Council organized 27 voter contact conferences and received 61 opinions and recommendations from voters sent to the Provincial People's Council session; 8 recommendations were under the authority of ministries and branches at the Central level. The meetings ensured compliance with the provisions of law, promoting democracy, frankness and openness between voters and People's Council delegates. Voter contact activities have many innovations in content and implementation methods; the quality of voter contact has been increasingly improved, promptly reflecting issues arising in social life. Through meetings with voters, the Standing Committee of the Provincial Vietnam Fatherland Front Committee has coordinated with the Standing Committee of the Provincial Vietnam Fatherland Front to synthesize and classify scientifically and within its authority the opinions and recommendations of voters sent to the session. In addition, after receiving the report of the Provincial People's Committee on the results of handling opinions and recommendations of voters sent to the 7th, 11th, 14th and 17th sessions of the 18th Provincial People's Council, the Standing Committee of the Provincial People's Council assigned the Legal Committee of the Provincial People's Council to preside over and coordinate with the committees of the Provincial People's Council to examine the results of handling opinions and recommendations of voters and report to the regular session of the People's Council in mid-2024.
The activities of receiving citizens, receiving and resolving complaints and denunciations of citizens are carried out seriously, in accordance with regulations and laws by the Standing Committee of the Provincial People's Council. In the first 6 months of 2024, the Standing Committee of the Provincial People's Council periodically received citizens once a month; 6 full-time delegates received citizens for 12 sessions at the Provincial Citizen Reception Office. The Standing Committee of the Provincial People's Council received 111 complaints, denunciations, reflections and recommendations from citizens; classified, processed and forwarded 55 petitions to competent agencies and individuals for consideration and resolution (accounting for 49.54%); saved 56 petitions (accounting for 50.45%); issued 2 documents urging the resolution of petitions. As a result, 32/55 petitions had a resolution report, reaching 58.1% of the number of petitions transferred by the Standing Committee of the Provincial People's Council...
Based on the achieved results, in the coming time, the People's Council, the Standing Committee of the People's Council, the People's Council committees, the People's Council delegations, and the provincial People's Council delegates will continue to innovate and improve the quality, effectiveness, and efficiency of their operations. At the same time, innovate the operation methods of the Provincial People's Council in a practical, comprehensive, and synchronous manner, closely following the Party's guidelines, policies, and laws of the State, while closely following practical requirements, in accordance with the characteristics of the local situation. Pay attention to improving the quality and effectiveness of organizing the Provincial People's Council sessions. Enhance the role, responsibility, and quality of operations of the People's Council delegations and provincial People's Council delegates, especially in performing the supervisory function. At the same time, strengthen close contact with voters and the people, promptly listen, reflect, and propose solutions to voters' legitimate opinions and recommendations. Regularly and closely monitor the progress of the relevant authorities, perform well the work of meeting voters, receiving citizens, resolving citizens' complaints and denunciations...
