The ultimate goal is still to ensure the rights and obligations of members, to attract members who are resident reporters and representative offices to join hands to build a warm common home, operating in accordance with regulations and effectively.

From concerns about the number of active members

Thanh Hoa is one of the leading provinces in the country to establish a local branch of the Central Press Agency Journalists Association. Initially, the branch had only nearly 20 members, but has now attracted nearly 40 members to transfer their activities to the Thanh Hoa Journalists Association according to Decision 979/QD-HNBVN, dated April 6, 2018 of the Standing Committee of the Vietnam Journalists Association. According to journalist Nguyen Thi Thuong - Permanent Vice President of the Thanh Hoa Journalists Association, reporters and journalists have actively followed the locality, propagated the Party's guidelines, policies and laws of the State, and comprehensively reflected the leadership, direction and implementation of political tasks of the province.

Strictly comply with the provisions of the law on press, the 10 Articles of the Code of Professional Ethics for Vietnamese Journalists and current regulations; actively provide truthful and objective information and propaganda on socio-economic development activities, ensuring national defense, security, social order and safety... in the province; comply with the principles and purposes of press agencies and current regulations. In addition, the management and updating of records of representative offices and resident reporters are strictly implemented.

Thanh Hoa province has also issued regulations on state management of press activities in the area, clearly defining the rights and obligations of representative offices and resident reporters operating in the area. The Provincial Party Committee's Propaganda Department coordinates with the Department of Information and Communications to organize monthly meetings with representative offices and resident reporters to provide orientation and propaganda information; evaluate the results of activities; promptly receive and handle the reflections and recommendations of reporters, etc.

Despite many efforts in the past time, the Standing Vice President of Thanh Hoa Journalists Association also frankly pointed out: “However, the number of members transferring their activities to the local Journalists Association in accordance with Decision 979/QD-HNBVN, dated April 6, 2018 of the Standing Committee of the Vietnam Journalists Association is not much, only half of the number of members working at representative offices and resident reporters operating in the area. The main reason for not attracting members to transfer their activities to the local Journalists Association is probably because there are no specific sanctions included in the Press Law for members who do not strictly implement Regulation 979/QD-HNBVN of the Standing Committee of the Vietnam Journalists Association, and the governing bodies still take lightly the matter of introducing members to the local Journalists Association”.

Therefore, journalist Nguyen Thi Thuong proposed to amend and supplement the Press Law to clearly define the role and responsibility of the local Journalists Association in managing members in accordance with Decision 979/QD-HNBVN, dated April 6, 2018 of the Vietnam Journalists Association. At the same time, there should be sanctions for members who do not transfer their activities to the local Journalists Association and consider this as a criterion in the annual emulation assessment, and the issuance of new membership cards for members who are resident reporters operating in the locality and have not transferred their activities to the provincial Journalists Association. From there, the responsibility of press agencies with resident reporters as members and representative offices operating in the area should not be attached to recommend members to transfer their activities to the local Journalists Association.

Coming to the coordination problem…

Journalist Duong Phuoc Thu - Former Vice President of the Thua Thien Hue Provincial Journalists Association, with many years of experience working for the Association, posed another problem. He shared: “For those who directly or participate in state management of the press and the organization of the local Journalists Association, the open question that is often asked is how to enhance the responsibility and role of state management agencies in implementing the Constitution, specifically implementing the 2016 Press Law along with doing well the 10 Articles of Professional Ethics and Rules for Using Social Networks of Journalists. And to suit each stage of the increasingly rapid development of the press, it is necessary to amend and supplement the Press Law to contribute to strengthening the management of representative offices and resident reporters in the face of the shortcomings of the 2016 Press Law and the 10 Articles of Professional Ethics and Rules for Using Social Networks of Vietnamese Journalists”.

Raising this issue, from the practice of working with the Journalists Association, coordinating participation in press management, and orienting political tasks of propaganda work through the press over the past years in Thua Thien Hue, Mr. Duong Phuoc Thu said that in order for the press to operate more and more actively, meeting the requirements of the revolution in the new situation, besides the general advantages, the practice of press activities still has difficulties and obstacles in implementing the policies of the Party and the State, so there are some issues that have not been resolved regarding the coordination of press management, press activities, and association activities of members and journalists of the press management agencies at the ministerial, central and local levels...

Of course, it must be admitted that there are many documents related to the press that have been quickly realized, promptly orienting, preventing, and correcting deviations in press operations and reporting (especially in the form of electronic newspapers and on social networks today) so that the press operates in accordance with its principles and purposes, best serving the interests of the People and the country.

The common desire is to have a good management mechanism for press work that requires increasingly strictness while still promoting the power of information honestly and objectively, but in reality, working conditions and the operating environment have not yet met those desires in localities…” – Mr. Phuoc Thu shared.

Mr. Thu also said that, in reality, it is very difficult for localities to manage or if they do, they only do it perfunctorily due to the indifference and lack of cooperation of some central ministries and branches. Because in the localities, people avoid conflicts with the press agencies of ministries and branches, not because they are shy with reporters working in the area. In addition, most leaders of press agencies of ministries, ministerial-level agencies, and central mass organizations often hold the position of leaders of the Journalists' Association/Inter-Association, but they are not very enthusiastic about the association's work (or have not done it seriously) in directing resident reporters (qualified) to move back to work in the localities where they work.

Therefore, to solve this difficult problem, to create conditions to promote the proactiveness, creativity and determination of the Journalists Association at all levels, Mr. Duong Phuoc Thu suggested: “ It is necessary to review, amend and supplement the Press Law 2016 (in the immediate future, it is necessary to add a section that press agencies of central ministries, branches and provinces sending permanent reporters to localities must be reporters who have been granted a Journalist Card or Journalist Membership Card). And it is mandatory that reporters sent to permanent residence must participate in association activities at the local Journalists Association where they are permanently residing. Every year, there must be comments from the local Journalists Association on the activities of the permanent residence in the locality sent to the press agency…”.
