
Over the past years, the Provincial Party Committee's Inspection Commission has promptly advised the Provincial Party Committee to develop an annual and full-term inspection program; develop, revise, supplement, perfect and issue many documents to lead, direct and provide specific guidance to improve the quality, effectiveness and efficiency of inspection work. Party committees and organizations have led, directed, organized research, study, disseminated, thoroughly grasped and implemented the Party's guidelines and policies, the State's policies and laws, resolutions, directives, decisions and conclusions of the Central Executive Committee, the Politburo, the Secretariat, the Central Inspection Commission and the Provincial Party Committee on inspection work and Party discipline to cadres, civil servants and party members in the Provincial Party Committee.
Strengthen leadership and direction of the advisory and support agencies of the Provincial Party Committee, members of the Standing Committee of the Provincial Party Committee to proactively coordinate with relevant agencies to implement the Provincial Party Committee's 2023 inspection and supervision program; direct Party committees and Inspection Commissions at all levels to develop the 2024 inspection and supervision program to ensure content in many areas, focusing on areas, locations, and positions that are prone to corruption, negativity, and violations, units that have not been inspected or supervised for a long time, and newly arising difficulties and shortcomings. Advisory agencies assisting the Provincial Party Committee and Party committees at all levels proactively issue programs, plans, and implement inspection and supervision tasks according to their functions and tasks. Party committees at all levels always pay attention to, closely direct, and effectively promote the coordination between Inspection Commissions at all levels and State inspection agencies and law enforcement agencies in implementing inspection and supervision, handling denunciations, and disciplining violating cadres and Party members.
According to statistics, in the first 9 months of the year, Party committees at all levels in the Provincial Party Committee inspected 178 Party organizations and 281 Party members, of which 121 were Party committee members (accounting for 43.06% of the total number of Party members inspected). Of which, the Provincial Party Committee Standing Committee inspected 8 Party organizations on leadership, direction and organization of implementation of Working Regulations; leadership, direction and organization of implementation of Conclusion No. 114-KL/TW, dated July 14, 2015 of the Central Party Secretariat on improving the effectiveness of mass mobilization work of State agencies at all levels; leadership and direction of the implementation of Resolution No. 10-NQ/TU, dated July 29, 2021 of the Provincial Party Committee on human resource development in Dien Bien province to 2025, with a vision to 2030... District-level Party Committees and equivalent inspected 34 Party organizations and 35 Party members; grassroots Party Committees inspected 136 Party organizations and 79 Party members; Party cells inspected 167 Party members. Through inspection, it was concluded that 160 Party organizations and 261 Party members had shortcomings and violations, but not to the extent that Party discipline had to be taken.
Also in the past 9 months, Party committees at all levels supervised 85 Party organizations and 246 Party members, including 69 Party members who are Party Committee members. Through supervision, it was concluded that 62 Party organizations and 237 Party members had shortcomings and violations, but not to the extent of being transferred for inspection when there were signs of violations. Inspection Commissions at all levels supervised 69 Party organizations, 44 Party members, and 30 Party members who are Party Committee members.
The main supervision contents are the leadership, direction, dissemination, implementation and organization of the implementation of the Resolutions of the Party Congresses at all levels; the leadership and direction of practicing thrift and combating waste in management, planning and land use; investment, finance and personnel work; implementation of principles on Party organization and operation; performance of duties and responsibilities, declaration of assets and income, self-cultivation, maintaining moral lifestyle and exemplary responsibility according to Party regulations...
Inspection committees at all levels conducted inspections when there were signs of violations against 6 party organizations and 13 party members (including 5 party members who were committee members). The inspection content included the implementation of the land consolidation policy; population and family planning policies; declaration of party members' personal records... Through the inspection, it was concluded that 1 party organization and 6 party members had committed violations and shortcomings, to the extent that 2 party members had to be disciplined; 2 party members were disciplined by reprimand.
It can be affirmed that the results achieved in the work of KTGS have strengthened the trust of cadres, party members and people in the leadership, direction, management and operation of Party committees and authorities at all levels. Thereby, contributing to building a clean and strong Party and political system; consolidating and enhancing the trust of the people in the Party and the State.
