This is one of 10 forums held before the 13th Congress of the Vietnam General Confederation of Labor to promote the intelligence of delegates in discussing, proposing, and contributing profound ideas to solve major issues facing the Trade Union organization in the new situation, contributing to building a strong Vietnam General Confederation of Labor, participating in building a modern, strong working class, actively realizing the aspiration to develop a prosperous and happy country.

Attending the Forum were leaders of the Vietnam General Confederation of Labor; leaders and experts from the Central External Relations Commission, the Ministry of Industry and Trade, the Ministry of Labor, Invalids and Social Affairs; delegates from the Trade Unions of the following sectors: Industry and Trade, Education, Construction, Agriculture and Rural Development, the Trade Union of Vietnam Railway Corporation and the Labor Confederations of Bac Ninh, Ha Tinh, Quang Nam, Kon Tum, Dien Bien.
At the Forum, Deputy Minister of Industry and Trade Do Thang Hai said that any country or nation in the process of its formation and development must deal with two basic issues: domestic and foreign affairs.
These two issues have an organic, dialectical relationship, interact, support each other, and are increasingly closely linked and intertwined, especially in the context of strong and profound globalization.
Implementing the Party's innovation policy on foreign affairs, over the past 35 years, Vietnam has achieved many good results and achievements. In the current context, the Deputy Minister of Industry and Trade acknowledged that the world is changing rapidly. Although our country is still facing difficulties, the future prospects are very bright. "I believe that our forum today will mark a new milestone and create a new, stronger and more effective change for foreign affairs", Deputy Minister Do Thang Hai affirmed.
Speaking here, Permanent Vice President of the Vietnam General Confederation of Labor Tran Thanh Hai also affirmed that people's diplomacy is one of the unique creations of the Vietnamese revolution. Thoroughly grasping Ho Chi Minh's diplomatic thought and our Party's viewpoint on people's diplomacy is a decisive factor, a leading important lesson, drawn from the practice of our country's revolution and people's diplomacy activities throughout the country's history.
Suggesting the contents of the discussion, the Permanent Vice President of the Vietnam General Confederation of Labor clearly stated 4 key issues. In particular, it is necessary to continue to affirm one of the core contents of Ho Chi Minh's thought and the path of the Vietnamese revolution: national solidarity must be closely linked with international solidarity, true patriotism must be closely linked with the pure internationalism of the working class, and solidarity of the people in the country must be closely linked with solidarity of the people of the world.

According to Mr. Tran Thanh Hai, in the new situation, it is necessary to strengthen international relations so that the world can correctly and deeply understand the Vietnam Trade Union, an organization with a history of nearly 100 years, creating the cultural identity of the Vietnam Trade Union: "Loyal to the interests of the working class, always attached to the interests of the nation and people, maintaining and promoting the tradition of international solidarity, for peace, national independence, democracy and social progress".
The Standing Vice President of the Vietnam General Confederation of Labor noted that the external affairs of the Trade Union should focus on the goal of exchanging knowledge about the workers' movement and the Trade Union, especially global issues; the practical experiences carried out by international professional Trade Union officials are valuable knowledge that needs to be respected, selectively absorbed, and enriched to further enrich the thinking about Trade Union organization and activities.
In particular, it is necessary to pay attention to improving the quality, efficiency and sustainability of international relations; proactively connecting and developing relations with new partners; actively preparing forces to participate with greater responsibility in multilateral mechanisms and forums of regional and international trade unions; Mobilizing and mobilizing support resources from international organizations and non-governmental organizations to focus on supplementing the organization and activities of trade unions, especially new knowledge about the workers' movement and trade unions.
In addition, the Standing Vice President of the Vietnam General Confederation of Labor also suggested paying attention to the issue of improving the capacity of strategic research and advice from international relations along with building and developing more and more attractive foreign information products to meet the information needs of the subjects; doing a good job of coordinating with functional agencies, between the Central and local levels to promote the combined strength to carry out the tasks of trade union foreign affairs; allocating reasonable financial resources for foreign affairs activities and professional, brave human resources with deep understanding of the Trade Union.
At the forum, delegates focused on discussing the following contents: analyzing and clarifying the current context of international integration, identifying difficulties and challenges, and determining the role of the Vietnam Trade Union organization to contribute to promoting the country's integration process, contributing to people's foreign affairs; evaluating foreign affairs activities in the recent past, drawing lessons, proposing initiatives and solutions for sustainable development of bilateral trade union foreign affairs activities, and increasingly effective participation in multilateral mechanisms.
Many presentations also mentioned the effective exploitation of international resources to improve the operational capacity and research work of the Trade Union organization; improve the quality and effectiveness of foreign information work in the new situation...
To promote external information work and continue to affirm the position of the Vietnam Trade Union in the new situation, the Propaganda Department of the Vietnam General Confederation of Labor clearly stated Program No. 01/CTr-BCH of the Executive Committee of the Vietnam General Confederation of Labor on "Promoting communication work of the Vietnam Trade Union until 2023" which identifies the goal of promoting the activities of the Vietnam Trade Union; promoting the support of the entire political system, of employers, of international trade union organizations and international partners for the Vietnam Trade Union.

Some representatives of the Provincial Federation of Labor also presented papers and made many practical proposals. The Dien Dien Provincial Federation of Labor proposed that the Vietnam General Confederation of Labor open training courses for officials working in foreign affairs to improve their professional qualifications and foreign language skills, their understanding of laws and international trade union regulations to competently handle international foreign relations in current conditions.
