The work of reclaiming, converting land use purposes, and handing over land to investors and construction units to implement projects plays an important role, deciding the progress of completing works and projects, thereby creating a premise for socio-economic development as well as effective and sustainable management and use of land resources. Therefore, in recent times, Thanh Thuy district has implemented many solutions to make efforts to reclaim and convert land use purposes to serve the construction of works and projects in the area.
With land assigned, the project of International Conference Center, Hotel, and Resort Villas Wyndham Thanh Thuy in Zone 1, Bao Yen Commune was built and put into operation, contributing to promoting the development of the district's tourism and service industry.
Comrade Dao Ngoc Ky - Head of the District Department of Natural Resources and Environment said: "The work of land recovery to create a site for implementing projects and works has always been of interest to the district, with strong, specific and synchronous leadership and direction from the district to the grassroots level with the motto of strictly following the process, closely following actual conditions, making maximum use of policies to ensure harmony of interests between parties, especially protecting the legitimate and legal rights and interests of the people.
Based on the land use planning for investment in construction of works and projects approved by the Prime Minister and the province, the People's Committee of Thanh Thuy district has organized the announcement and publicization of the district's annual land use planning and plans on the electronic information portal and to each commune, town, agency, department and branch of the district.
The land recovery, allocation, lease, and conversion of land use purposes for projects in the district have been carried out by the People's Committees at all levels in accordance with the procedures prescribed by the law on land, in accordance with the approved land use planning and plans, contributing to socio-economic development and increasing the district's budget revenue. The process of land recovery for project implementation has received consensus and high agreement from the majority of people whose land has been recovered. At the same time, to improve the effectiveness of land recovery and conversion, the district has specifically assessed the implementation of each project; clearly stating the results achieved, shortcomings, difficulties, limitations, causes, etc. to serve as a basis for proposing and recommending solutions to overcome difficulties.
In the period of 2021-2023, according to the Resolutions of the Provincial People's Council, Thanh Thuy district was assigned to recover nearly 647 hectares of land to implement 116 projects. However, in actual implementation, the work of recovering, converting land use purposes, and handing over land for construction works and projects in Thanh Thuy district still faces certain difficulties and obstacles, affecting the progress of construction works and projects. Up to now, the district has recovered, converted land use purposes and transferred 28.9 hectares of land of 27 projects; recovered 65.53 hectares to implement 21 projects; and is carrying out site clearance for 68 projects...
Currently, some projects have been completed and put into use, but have not yet changed the purpose of use, affecting land management in the district, such as: Project to renovate and upgrade the traffic road connecting National Highway 32C with National Highway 70B of Phu Tho province to Hoa Binh province; Thanh Thuy - Thanh Son inter-district road...
Projects with large approved areas still face difficulties in site clearance because the land prices prescribed by the State are not close to the market prices, and the compliance awareness of a part of the population is not high. There are large-scale construction items that are included in the project list approved in the resolutions of the Provincial People's Council, but the investor has not completed the project and land records, so the implementation progress must be delayed.
In addition, for projects receiving transfers and capital contributions using land use rights, due to the limited financial capacity of the investor (enterprise), difficulties in transfer prices lead to slow project implementation progress...
According to Mr. Nguyen Minh Tan - Vice Chairman of the District People's Committee, in order to improve the effectiveness of land recovery and conversion, in the coming time, Thanh Thuy will continue to closely follow the direction of the province to properly implement the State's regulations on land recovery and conversion in the area. Speed up the work of establishing and adjusting land use planning and plans for the period 2021-2030; regularly check and review the progress of projects approved in resolutions of the Provincial People's Council. Along with that, focus on inspection and examination of the use of handed over land, promptly grasp the reality to report and propose to competent authorities for settlement according to regulations.
