Increasing agricultural value from logistics

BTO-Although the climate and soil of Binh Thuan province are harsh, they are suitable for many crops with high economic value such as rubber, pepper, cashew, coffee, cotton, dragon fruit, rice, eucalyptus and many other crops. With 151,300 hectares of agricultural land, of which over 50,000 hectares are rice land, the province will develop an additional 100,000 hectares of agricultural land.

With its unique natural conditions, Binh Thuan has many advantages in agricultural development with a rich and abundant supply of raw materials for processing, export and domestic consumption. With that advantage, on September 10, 2021, the Provincial Party Executive Committee (term XIV) issued a Resolution on developing Binh Thuan province's agriculture in a modern, sustainable and high-value-added manner. This is one of the important breakthroughs in the 2020-2025 term, aiming to strongly change the mindset from agricultural production to agricultural economic development, from traditional agricultural production focusing on output to production, processing, providing quality, clean, safe agricultural services with high economic value associated with market development and competitive advantages of agricultural products.

To effectively implement the above Resolution, the Provincial Party Committee has focused on leading and directing the review and management of agricultural development planning integrated into the Provincial Planning for the 2021 - 2030 period, ensuring sustainable development.

Expanding the area and improving the efficiency of agricultural land use. At the same time, restructuring production in areas suitable to advantages, market demand, and adapting to climate change. Investing in infrastructure to serve agricultural development and natural disaster prevention and control.

Promote the application of science and technology in agricultural production and develop the processing industry. In addition, promote the transfer and application of technical advances in all stages of the agricultural production value chain, gradually forming a smart agricultural production, effectively using resources and protecting the environment.
Innovate production organization models, improve quality, food hygiene and safety and develop consumption markets. Specify and effectively implement the Party and State's policies and guidelines in the agricultural sector in accordance with local realities. Research and issue a number of specific policies under the province's authority to promote the development of the agricultural sector according to the set orientation and goals, especially support policies on land, credit, infrastructure investment, transfer, application of technical advances, digital transformation, production linkage, development of consumption markets, human resource training, conversion of crop and livestock varieties, support for the development of key products of the province and OCOP products...

Current reality shows that the province's agricultural sector is developing strongly and proving that effective agricultural value chains are the driving force for rapid and inclusive economic growth.
However, for agriculture to enter a new phase, investment in the supply value chain (logistics) plays a very important role. Because this investment not only helps to increase the value of agricultural products, increase income for farmers, but is also a political task... Accordingly, the Provincial People's Committee has directed the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments, branches and localities to review, adjust and supplement the planning and production structure of the agricultural sector associated with infrastructure development, agricultural logistics services and regulations on the operating model of agricultural logistics centers. Coordinate with the Ministry of Agriculture and Rural Development to review and supplement the planning of agricultural logistics service centers in the province. Building and forming production and consumption chains of agricultural products in key raw material areas and reorganizing them according to the model of Cooperative Groups and Cooperatives linked with enterprises to provide agricultural products that ensure quality, safety and sustainability through the agricultural logistics service center system. In addition, organizing training to improve knowledge and capacity on logistics, supply chains in general and agricultural logistics chains in particular for local managers, enterprises and cooperatives operating in the agricultural sector. The Provincial People's Committee also directed the Department of Industry and Trade to continue to remove difficulties and obstacles in import and export activities for Vinh Tan International Port under its authority, attracting investment in logistics centers connected with Vinh Tan International Port to serve the freight transport chain of the Central Highlands and Binh Thuan provinces. Promoting trade promotion activities, connecting cooperation in the logistics sector, supporting enterprises to effectively participate in agricultural production and supply chains associated with logistics services to international markets. At the same time, promote agricultural trade through e-commerce platforms, aiming to export official agricultural products through e-commerce platforms. For the Department of Planning and Investment, take the lead and coordinate with relevant departments, branches and localities to guide enterprises and cooperatives to implement mechanisms and policies related to the development of agricultural logistics services, invest in building agricultural logistics centers. Implement measures to improve the investment environment, attract investment in developing agricultural logistics infrastructure. Call for investment in building regional and local logistics centers in the province to meet the needs of distribution, transportation and consumption of agricultural products...
