Improving the quality of People's Council activities contributes to the completion of development goals.

Over the years, the Provincial People's Council has continuously innovated and improved the quality of its operations, properly performed its functions and tasks according to legal regulations and set programs and plans, making important contributions to socio-economic development, ensuring national defense and security in the province.

The Standing Committee of the Provincial People's Council has improved, organized promptly, and improved the quality of the People's Council meetings, well implemented the stages of preparing content, programs, surveys, and examinations to submit to the People's Council for discussion and decision to issue resolutions, creating a complete legal basis for all levels of government to manage and implement socio-economic development tasks. Maintained and effectively organized regular meetings of the Standing Committee of the Provincial People's Council. Activities of meeting voters (TXCT), receiving citizens, handling and urging the settlement of citizens' complaints and denunciations have been innovated towards better quality and efficiency, especially the specialized TXCT on policies to promptly lead and adjust policies closer to reality, further strengthening the trust of voters and people in the province. Supervision activities are in-depth and diverse in form, from thematic supervision to supervision of delegations, supervision through explanations at the meetings of the Standing Committee of the People's Council, questioning at meetings and the highest level is taking a mid-term vote of confidence at the 15th session, the regular meeting at the end of 2023 of the Provincial People's Council, to assess the actual level of trust in the responsibility of the person holding the position elected by the People's Council in a serious, democratic, objective spirit, in accordance with the procedures prescribed by law. The results of the vote show that most of the delegates elected by the Provincial People's Council received high trust; demonstrated great efforts and attempts in the process of performing political tasks; at the same time, thereby looking back at themselves, making efforts and trying to overcome limitations, shortcomings, responsibilities, and better performing their duties and tasks, responding to the expectations and trust of voters and people...

Since the beginning of the 2021-2026 term, the Provincial People's Council has held 15 meetings (including 7 regular meetings and 8 thematic meetings to resolve urgent matters); thereby, it has reviewed and approved 290 resolutions (the most ever compared to the same period) in the fields of socio-economics, local government building and personnel decisions under its authority. The resolution issuance of the Provincial People's Council ensures processes, procedures, quality, closeness to reality, timely resolution of legal problems, exploitation of potentials and advantages, creation of mechanisms and policies to promote socio-economic development of the province. In the period of 2021-2023, the average GRDP growth rate reached 9.28%/year; of which, the average growth of added value in agriculture, forestry and fishery reached 5.3%, industry - construction reached 14.23%, services reached 9.68%. The economic scale in 2023 is 1.5 times larger than in 2020 and equal to 78.9% of the target for 2025. The marine economy accounts for about 41.56% of GRDP. Total social investment capital is about 72,725 billion VND, equal to 69.3% of the target. Budget revenue reaches 3,964 billion VND. The multidimensional poverty rate according to the new standard decreases by 1.39% annually on average. There are 33 communes, accounting for 70.2% and 2 districts, accounting for 33.3% meeting the new rural standards. Local government activities have gradually improved their effectiveness and efficiency. National defense and security have been maintained.

One of the important factors contributing to improving the quality of People's Council activities, as well as helping authorities at all levels effectively perform their management and administration tasks in the past time, is that the Provincial People's Council has continuously innovated, strengthened and improved the quality of inspection and supervision work. Every year, the Provincial People's Council develops, issues resolutions, plans, programs and organizes supervision in accordance with regulations. Supervision methods are constantly improved, with many innovations, through many forms, implemented at many levels such as: Supervision at People's Council meetings through reviewing and examining reports, projects, draft resolutions and many other important documents submitted by competent agencies according to regulations; supervision through questioning and answering activities; supervision through explanation activities at People's Council Standing Committee meetings; supervision through TXCT activities, citizen reception. Supervision is implemented at many levels: Thematic supervision of the People's Council, of People's Council committees and of delegation groups, surprise surveys; The quality of supervision is focused on improving from the stage of building the program, supervision plan, implementing the supervision plan, supervision conclusions, recommendations to the stage of "post-supervision", monitoring and checking the results of implementing recommendations after supervision. This is done methodically and scientifically, helping the supervision activities of the People's Council to become more and more substantial and effective, pointing out the shortcomings and inadequacies in management and operation, serving as a basis for urging, handling and promptly resolving problems in the process of implementing policies and resolutions on socio-economic development and ensuring law enforcement at the local level. The monitoring content is selected based on reports on the situation, management and operation results of the authorities, combined with field surveys, grasping the situation through TXCT rounds, exchanging and talking directly with people and from other information channels, so it is always topical, has an important impact on socio-economic development, people's lives, and is of great interest to voters.

Through the People's Council meetings, the Provincial People's Council organized 4 question-and-answer sessions for 7 heads of departments and branches. Particularly at the 15th Session, the regular meeting at the end of 2023, an expanded question-and-answer session was held with the participation of 10 functional departments and branches on groups of issues in the socio-economic field. Thereby, it supervised and urged the People's Committee, departments, branches and branches to coordinate in removing difficulties, obstacles, shortcomings and limitations in implementing solutions for economic development, ensuring social security, improving people's lives, contributing to the implementation of socio-economic development tasks in the locality. The question-and-answer sessions were broadcast live on local television; information and propaganda were disseminated on mass media, central and local press agencies for voters and people to grasp, follow and promote their right to mastery.

The supervision activities between the two sessions of the People's Council have been carried out effectively with many strong innovations in thinking and methods. Since the beginning of the 2021-2026 term, the Provincial People's Council and its agencies have organized 21 thematic supervisions; of which the Provincial People's Council supervised 2 thematic sessions; the Standing Committee of the Provincial People's Council supervised 3 thematic sessions; the Provincial People's Council committees supervised 16 thematic sessions. The supervision content focuses on pressing issues of interest to voters and people: Implementation of policies and laws on anti-corruption, thrift practice, anti-waste; implementation of policies and laws on education; administrative procedure reform in the field of land; prevention and control of crimes and drug abuse; implementation of policies and laws on social insurance, health insurance, unemployment insurance for employees at enterprises; development of urban areas, residential areas, urban economy and real estate; implementation of ethnic affairs, policies related to ethnic minority and mountainous areas... Monitoring reports and monitoring conclusion announcements clearly stated the results achieved, existing limitations, causes and recommendations for relevant levels, sectors and units to take measures to resolve and overcome the limitations in the implementation process, contributing to improving the effectiveness and efficiency of the People's Council's operations.

The People's Council delegations promote the role and responsibility of elected representatives, closely follow the grassroots, grasp the thoughts, aspirations and public opinions in society, and play a good role as a bridge between voters and the Party and the State. Well perform the function of monitoring and reviewing the results of responding to voters' opinions and recommendations, reporting to the Standing Committee of the Provincial People's Council to request the Provincial People's Committee and relevant agencies to consider and resolve, ensuring that all voters' opinions and recommendations are resolved seriously and with quality.

In carrying out the supervision work, the Standing Committee of the Provincial People's Council also held two meetings of the Standing Committee of the Provincial People's Council on the following issues: Management and use of cultural and sports institutions; conservation and promotion of tangible and intangible cultural values and cultural, physical education and sports movements in the province; and reform of administrative procedures in the land sector in the province. The Standing Committee of the Provincial People's Council issued a notice concluding the explanation session, assessing the achievements, shortcomings and limitations in the above fields. At the same time, it requested the Provincial People's Committee, departments and branches to strengthen state management in all fields.

2024 is a particularly important year, a year of "acceleration" to complete the goals and tasks of the Resolution of the 14th Provincial Party Congress and Resolution No. 74/NQ-HDND dated December 10, 2020 of the Provincial People's Council on the 5-year socio-economic development plan of Ninh Thuan province 2021-2025, laying the foundation for the next stage. The Provincial People's Council continues to innovate solutions, improve the quality of operations, contributing to the completion of development goals. In particular, the key task is to continue to improve the quality of People's Council meetings and issue People's Council resolutions to ensure compliance with the law, democracy, suitability, feasibility, ensuring that the resolutions come into life, are suitable to the local situation, creating a legal corridor to promote rapid and sustainable socio-economic development.

In particular, the Provincial People's Council continues to improve the quality and effectiveness of supervision activities through questioning and answering questions at the sessions of the Provincial People's Council, the People's Council Standing Committee, citizen reception, field surveys, and explanations at the Provincial People's Council Standing Committee meetings... Strengthening coordination between the Provincial People's Council and administrative agencies, the Fatherland Front and mass organizations to ensure continuous, synchronous and close supervision activities. Promoting thematic supervision to ensure focus, key points, and closeness to the local practical situation, focusing on the following areas: Developing high-tech agriculture; mobilizing resources, prioritizing investment in building urgent infrastructure for socio-economic development; promoting industrial development; developing the marine economy; developing tourism; developing socio-economic development in ethnic minority and mountainous areas; land management, environmental protection, public investment construction, using budget capital, administrative reform, preventing and combating corruption...

In addition, focus on innovation, improving the quality and effectiveness of citizen reception and public consultation before and after the People's Council session. Strengthen the organization of public consultation by topic and by subject... Improve and enhance the quality of People's Council delegates to ensure effective and efficient operations; enhance training in knowledge, skills and working methods for People's Council delegates...

The tasks set for 2024 are very large and important. The Provincial People's Council requests the Provincial People's Committee, all levels, sectors and localities to focus on synchronously, flexibly, creatively and effectively implementing the tasks and solutions set out with the highest political determination. The Standing Committee, committees, delegations and each delegate of the Provincial People's Council should promote the spirit of solidarity, responsibility, be proactive and close to the grassroots, play a good role as a bridge between voters and people with the Party and the State, fulfill their duties and tasks well, and be worthy of being elected representatives. All cadres, soldiers and people of all walks of life in the province continue to unite, promote initiative and creativity with the highest political determination, strive to overcome all difficulties and challenges, strive to complete and exceed the goals, targets and tasks set in 2024, contributing to the successful implementation of the Resolution of the 14th Provincial Party Congress and the 5-year Socio-Economic Development Plan for the period 2020-2025.
