On July 29, Hai Duong Provincial Police said that the authorities are investigating and handling the case of a young man in An Doai village, An Binh commune, Nam Sach district, who seriously injured two family members.
Through initial verification, at around 7:50 p.m. on July 28, in An Doai village, An Binh commune, Nam Sach district, Do The Huong (born in 1991) used a knife to slash his biological mother, Nguyen Thi L. (born in 1960) and his biological aunt, Nguyen Thi L. (born in 1965) multiple times, causing serious injuries to the head. After that, Huong used a knife to chop off two of his fingers.
After the incident, relatives took Nguyen Thi L. and her sister to Viet Duc Hospital (Hanoi) for emergency treatment. By the afternoon of July 29, Nguyen Thi L. (born in 1965) had undergone surgery but her recovery was poor, while Huong's biological mother was waiting for surgery.
According to the representative of An Binh commune, before committing the crime, Huong lived in the community and received monthly social benefits for severe mental disabilities, but was not eligible for admission to social assistance facilities under the Department of Labor, Invalids and Social Affairs of Hai Duong province because his mother and relatives were able to support him. Along with that, Huong was not eligible for monthly medication and did not have a psychiatric record at the An Binh Commune Health Station.
