In 2023, in the context of many difficulties and challenges, with high determination from the beginning of the year, the financial sector has excellently and comprehensively completed financial and state budget tasks, thereby contributing to supporting the stability and development of the economy. By December 25, total state budget revenue reached nearly 1,700 trillion VND, up 4.5% compared to the estimate, of which domestic revenue increased by 5.7%, revenue from crude oil increased by 44.6%, and balanced revenue from import and export activities reached 92.1% of the estimate. Total state budget expenditure by December 31 is estimated at 1,730 trillion VND, equal to 83.4% of the estimate; thereby promptly and fully meeting the tasks of spending on socio-economic development, national defense, security, state management and payment of due debts. To support people and businesses to overcome difficulties, the whole industry has exempted, reduced, and extended taxes, fees, charges, and land rents for businesses and people with an amount of VND 193,400 billion, of which about VND 78,400 billion was exempted and reduced and about VND 115,000 billion was extended.
In his speech, Deputy Prime Minister Le Minh Khai acknowledged, commended and highly appreciated the efforts and creativity of the financial sector in performing its tasks in 2023, making important contributions to the overall achievements of the country and the Government. In order to complete the 2024 budget estimate with a total state budget revenue of VND 1,700 trillion, the Deputy Prime Minister requested the financial sector to closely follow the Government's action motto and the practical situation to implement the action plan and program right from the first days and months of 2024; proactively and appropriately operate fiscal policies, focusing on effectively implementing policies that have been issued and are expected to be issued to remove difficulties for businesses and control inflation; focus on building and perfecting financial and state budget institutions and policies, and promoting the building of a digital government; Focus on doing well the work of managing state budget revenue, ensuring correct, full and timely collection of arising revenues, enhancing the application of information technology in tax collection management; organizing and managing state budget expenditures strictly, economically and effectively, within the scope of the state budget estimate decided by the National Assembly; controlling state budget deficit within the scope of the National Assembly's decision; continuing to monitor market price developments, especially for important and essential commodities; continuing to strengthen the safety, soundness and efficiency of the financial, securities and insurance markets, preventing risks and insecurity; strengthening financial and budgetary discipline in the performance of public duties; strengthening inspection, examination, supervision and publicity and transparency in the management of state budget revenue and expenditure; actively and proactively integrating into international finance, improving the effectiveness of foreign affairs.
