With lower prices than other types of apartments, social housing is a concern for many low-income people. However, currently, many people have the need to buy and register to buy social housing but cannot find practical information to be able to complete the procedures to buy social housing.
There are cases where people know the information but all projects have sold out. At the same time, the documents and conditions to register to buy social housing are very complicated and difficult.
How to quickly access social housing projects?
Responding to this issue, the Ministry of Construction said:
Regarding the search for information on social housing projects, at Point a, Clause 1, Article 20 of Decree No. 100/2015/ND-CP dated October 20, 2015 of the Government on the development and management of social housing stipulates:
Responsibility for disclosing information about social housing projects
Regarding the responsibility of local authorities and enterprises in taking care of accommodation for low-income people and industrial park workers, to enhance the role and responsibility of local authorities and enterprises in taking care of accommodation for low-income people and industrial park workers, the Government has also stipulated the responsibility in Decree No. 100/2015/ND-CP:
"Article 30. Responsibilities of People's Committees of provinces and centrally run cities
… 3. Specify and publicly announce the standards, subjects and conditions for purchasing, renting, and hire-purchasing social housing within the locality in accordance with the conditions of each locality; organize management and closely monitor the sale, rental, and hire-purchase of social housing; promulgate price frames for selling, renting, and hire-purchasing social housing within the locality according to authority.
… Article 31. Responsibilities of enterprises with production facilities in industrial parks
1. Enterprises that have been and are producing in industrial parks are responsible for developing housing solutions plans and allocating financial resources to support investment in developing social housing for households and individuals at those establishments who are facing housing difficulties;
2. Newly established or expanding enterprises are responsible for ensuring housing for households and individuals working at their units.
Thus, the current housing law has specific regulations on public disclosure of information on social housing projects and the responsibilities of local authorities and enterprises in providing housing for low-income people and industrial park workers.
The Ministry of Construction said it will continue to strengthen coordination with ministries, branches, localities, and enterprises in disseminating and propagating laws; publicly announcing social housing projects so that all people can grasp information and conditions for enjoying social housing policies in the coming time.
