Promoting high-tech cooperation and digital transformation
This is the third visit to Vietnam by the Dutch Prime Minister. Prior to this visit, he had made two official visits to Vietnam in June 2014 and April 2019.
"The visit is of great significance to bilateral relations in the context of Vietnam and the Netherlands celebrating the 50th anniversary of the official establishment of diplomatic relations," Ambassador Kees van Baar emphasized.

According to Ambassador Kees van Baar, this visit affirms the very good relationship between the two countries as the Netherlands is currently the largest investor of the European Union (EU) in Vietnam, with a total investment capital of about 13.7 billion USD and is the largest importer of Vietnamese goods in Europe with a total bilateral trade turnover of more than 11 billion USD.
Ambassador Kees van Baar said that the main focus of this visit is to promote bilateral cooperation in the fields of high technology and digital transformation.
Previously, during Prime Minister Pham Minh Chinh's visit to the Netherlands in December last year, the Prime Minister visited the Brainport Technology Center (BIC) in Eindhoven city, which is home to leading Dutch technology companies.
Prime Minister Pham Minh Chinh also asked the Netherlands to support the construction of a Brainport in Hanoi following the Brainport model in Eindhoven. This shows that Vietnam is very interested and focuses on high-tech development.
Vietnam’s high-tech industry currently has many opportunities and potential for development. High-tech corporations such as Samsung, LG, Foxconn and Intel are pouring billions of dollars into Vietnam’s industry.
Continuing that momentum, according to Ambassador Kees van Baar, during the Dutch Prime Minister's visit to Vietnam this time, Prime Minister Mark Rutte met with leaders of Vietnamese high-tech enterprises, as well as representatives of leading technology corporations from the United States and South Korea to discuss the potential and opportunities for business development in Vietnam.
Working together to find solutions to common problems
The Dutch Ambassador added that besides technology cooperation, strengthening cooperation on water, agriculture and climate change is also a focus of Prime Minister Mark Rutte's visit to Vietnam this time.
Vietnam and the Netherlands have signed two strategic cooperation agreements: the Strategic Partnership Agreement on Climate Change and Water Management in 2010; and the Strategic Partnership on Agriculture and Food Security in 2014.
Ambassador Kees van Baar stressed that Vietnam and the Netherlands have many things in common. Both countries have economies based on international trade and investment, have large deltas, face serious water and climate change challenges, and both countries' agricultural sectors are export-oriented.
Regarding multilateral cooperation, Ambassador Kees van Baar said that both countries benefit from the international rule of law and affirmed their commitment to promoting the international rule of law.
During his visit to Vietnam, the Dutch Prime Minister will attend a roundtable discussion on the topic "International law and order at sea" co-organized by the Diplomatic Academy of Vietnam, Clingendael Academy (Netherlands) and the Embassy of the Netherlands in Vietnam.
Cooperation between the two countries does not stop at the government level, but the relationship between universities, research institutes, businesses and social organizations of the two countries is also very close and deep.
In addition, the relationship between the two peoples has flourished and developed well since before the two sides established diplomatic relations, when the first Dutch merchant fleets docked at Hoi An port in the early 17th century, more than 400 years ago.
"Therefore, the upcoming visit of Dutch Prime Minister Mark Rutte to Vietnam is an affirmation of the very good and strong relationship between the two countries," Ambassador Kees van Baar concluded.
