Attending the Conference were leaders of specialized agencies and local authorities in Lam Dong and Binh Thuan provinces; Southern Hydrometeorological Station; Power Generation Corporation 1; representatives of hydropower companies: Dai Ninh, Dong Nai 3&4, Tri An. Mr. Do Minh Loc - Deputy General Director of the Company chaired the Conference.
The PCTT&TKCN Conference is held periodically by the Company every July.
According to the Summary Report at the Conference, the hydrological developments in the Da Nhim, Ham Thuan and Da Mi hydropower projects in 2022 were relatively favorable, with no unusual weather or natural disasters, but uneven rainfall distribution affected the water flow to the lake. The flow to Don Duong reservoir in 2022 was 28.56 m 3 /s, approximately the same as that of 2021 at 28.41 m 3 /s, higher than the average flow of many years (from 1978 to 2017) of 22.40 m 3 /s; the flow to Ham Thuan reservoir in 2022 was 46.19 m 3 /s, lower than that of 2021 at 56.32 m 3 /s and the average flow of many years (from 1952 to 2016) was 50.40 m 3 /s. Favorable flow to Don Duong reservoir has created favorable conditions for reservoir water storage, power generation and water supply for the dry season in 2023. During the year, there were no floods at Don Duong and Ham Thuan reservoirs.
Da Mi Reservoir is a lower cascade hydropower plant of Ham Thuan Hydropower Plant, so the flow to the reservoir depends entirely on the machine flow of Ham Thuan Hydropower Plant.
To effectively carry out the task of supplying water to the downstream, every year in December, the Company coordinates with agencies such as the Department of Agriculture and Rural Development, the Irrigation Works Exploitation Company Limited, and relevant units of Ninh Thuan and Binh Thuan provinces to unify the plan for supplying water to the downstream in the dry season. This plan is sent to the National Power System Dispatch Center, the Department of Water Resources Management and the People's Committees at all levels for timely coordination and direction. According to the results reported at the Conference, the Da Nhim, Ham Thuan and Da Mi hydropower plants have provided enough water to the downstream of Ninh Thuan and Binh Thuan provinces in the dry season of 2022.
Since its operation, Ham Thuan - Da Mi hydropower cluster has provided abundant and stable water sources for Tanh Linh and Duc Linh districts, Binh Thuan province.
In addition, the Company has closely coordinated with the People's Committee of Don Duong District, Lam Dong Province to supply water to people in the downstream area of Don Duong Dam to serve agricultural production. In 2022, in accordance with the request of the People's Committee of Don Duong District, the Company has supplied water in batches through the spillway to the downstream area of Don Duong Dam, with an average annual discharge of 3.27 m3 / s.
Regarding the results of the implementation of PCTT&TKCN work in 2022, the Company has maintained and operated the Da Nhim, Ham Thuan and Da Mi hydropower reservoirs in compliance with the Inter-reservoir Operation Procedure on the Dong Nai River Basin according to Decision No. 1895/QD-TTg of the Prime Minister, the Single-reservoir Operation Procedure approved by the People's Committees of Lam Dong and Binh Thuan provinces. During the year, the Company updated the Natural Disaster Response Plan, Emergency Response Plan for hydropower projects and submitted them to the People's Committees of the provinces for approval. In addition, the Company has protected the Don Duong, Ham Thuan and Da Mi dams according to the plan approved by competent authorities, and at the same time conducted periodic monitoring according to the Hydropower Project Monitoring Procedure issued by the Company. The monitoring results in 2022 show that the Da Nhim, Ham Thuan and Da Mi hydropower projects are in a normal and stable operating condition.
In 2022, the Company carried out PCTT&TKCN work according to the "4 on-site" motto; conducted PCTT&TKCN drills at Don Duong, Ham Thuan and Da Mi reservoirs. The drills achieved the requirements according to the set goals, bringing practical significance to employees in the work of maintaining and operating reservoirs, handling situations related to dam safety; practicing prevention, mitigation of natural disaster risks and first aid when hydroelectric reservoirs discharge floodwaters.
In 2022, the Company operated the construction equipment system safely and effectively under the direction of the Ministry of Industry and Trade, Vietnam Electricity Group, Power Generation Corporation 1, the Steering Committee for Disaster Prevention and Control, the Department of Industry and Trade of Lam Dong province, Binh Thuan province and related Departments and Branches.
Implementing the 2023 plan, the Company continues to deploy PCTT&TKCN work on the basis of strengthening the management and repair of equipment systems and works. In particular, the Company focuses on complying with current legal documents; complying with the Reservoir Operation Procedures, Works Maintenance Procedures and Hydraulic Works Monitoring Procedures.
Commenting on the hydrological situation in 2023, Mr. Le Dinh Quyet - Delegate from the Southern Hydrometeorological Station said that this year's rainfall is 15 to 20% lower than in 2022. However, the rainfall pattern may be complicated when heavy rains of 200 to 300mm appear. The number of storms and tropical depressions is likely to be less than the average of many years, but the intensity and trajectory of the storms will be complicated, the water flow to the reservoirs may be intense, causing difficulties in reservoir operations.
Mr. Tran Xuan Hien - Director of Lam Dong Hydrometeorological Station said that due to the influence of El Nino, the rainy season in 2023 is likely to end earlier than in 2022. However, heavy rains may occur causing localized flooding in Lam Dong province. Therefore, the Company needs to closely monitor weather forecasts to operate the reservoir appropriately.

Delegates from Binh Thuan province all affirmed the important role of Ham Thuan - Da Mi hydropower project in supplying water to the downstream and highly appreciated the close coordination of the Company with the locality in the work of PCTT&TKCN. According to Mr. Nguyen Huu Phuoc - Deputy Director of the Department of Agriculture and Rural Development of Binh Thuan province, in 2022, the Company fully supplied water to the downstream of Tanh Linh and Duc Linh districts, contributing to the completion of the agricultural production plan of Binh Thuan province. Mr. Nguyen Huu Phuoc suggested that the Company have a plan to store water from Ham Thuan reservoir to reach the normal water level by the end of the year to ensure water supply to the downstream in the dry season of 2024. Mr. Nguyen Huu Phuoc also suggested that the Company continue to strengthen the management and monitoring of reservoirs, implement dam safety management according to regulations, and place flood warning markers in locations at risk of flooding when Ham Thuan reservoir discharges floodwaters to warn people. He also requested the Company to coordinate with the locality in propaganda work, protecting the La Nga River flood escape corridor, ensuring safety for downstream.

Mr. Do Minh Loc, representing the Company's leadership, thanked the delegates for attending the Conference and contributing many practical ideas on PCTT&TKCN work. Mr. Do Minh Loc said that the Company will closely coordinate with the authorities of Lam Dong and Binh Thuan provinces in the operation of reservoirs, and continue to closely coordinate with localities in propagating the protection of flood escape corridors of Da Nhim and La Nga rivers. The Company will conduct surveys and coordinate with localities to make plans to install additional flood warning lights in the coming time, contributing to ensuring safety for downstream areas.

Mr. Nguyen Tien Chuong - Deputy General Director of Power Generation Corporation 1 thanked local authorities at all levels for supporting Da Nhim - Ham Thuan - Da Mi Hydropower Joint Stock Company in operating power plants safely and effectively over the past years. Mr. Nguyen Tien Chuong said that to make optimal use of water resources, there needs to be close coordination between the reservoir owner, the Center for Hydro-Meteorological Forecasting and local authorities. Mr. Nguyen Tien Chuong requested that the Center for Hydro-Meteorological Forecasting provide more frequent weather forecasts so that the Company can plan the operation of power generators to supply water to downstream areas with the highest efficiency.

The PCTT&TKCN Conference is held annually by Da Nhim - Ham Thuan - Da Mi Hydropower Joint Stock Company in July when Ham Thuan reservoir enters the flood season operation phase according to the Inter-reservoir Operation Procedure. The conference is also an opportunity for hydropower plants in the Dong Nai River basin, the Hydrological Forecasting Center and local authorities to strengthen coordination to both complete the task of electricity production and ensure water supply and safety for downstream areas.
