Currently, some traffic lights at intersections between roads in Thanh Hoa City are obstructed from view, even damaged but have not been repaired, causing difficulties for traffic participants and posing potential traffic safety risks.

Dense trees obscure the traffic light system at the intersection of Quang Trung Street and East-West Avenue (Thanh Hoa City).

At the intersection of Quang Trung Street and East-West Avenue, near Thanh Hoa Children's Hospital, Dong Ve Ward, the traffic light system is obscured by trees, so it is not effective. Vehicles passing through this area can hardly see the traffic lights, making it difficult to recognize and move in their direction.

Also at this intersection, on Quang Trung Street going towards Nong Cong District, the traffic light system, although still operating, is unstable; the lights are on at the same time, but the red light is completely broken. This situation has significantly affected traffic safety and order, making it difficult for people to comply with regulations.

The traffic light system at Phu Son intersection is obscured.

At the Phu Son intersection in the direction from An Hung ward to Phu Son overpass, the traffic light system is covered by roofs and advertising signs, causing difficulties for traffic participants.

To effectively implement the new Law on Traffic Order and Safety, the unit managing the traffic light system in Thanh Hoa City needs to promptly inspect, review, and fix the problem to avoid the situation where traffic participants are "wrongly punished" for not obeying traffic light signals.

According to Decree 168/2024/ND-CP of the Government regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, restoration of driving license points, effective from January 1, 2025.

In particular, the Decree stipulates that drivers of cars, four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles and similar vehicles that do not comply with traffic light signals will be fined from 18-20 million VND (the old regulation fined from 4-6 million VND).

Drivers of motorbikes, mopeds, and other similar vehicles that do not comply with traffic lights will be fined from 4 to 6 million VND (the old regulation fined from 800,000 to 1 million VND).
