Experts in the field of medical training have expressed concern about the quality of medical training given the current situation where many hospitals are having to welcome too many students to practice.
With the theme "Strategic Linkage: From MedicalEducation to Professional Practice", experts attending the 8th National Medical Education Conference focused on discussing the issue of clinical training quality. One of the concerns of experts is the current situation where many hospitals now have to welcome too many students for practice, because this greatly affects the quality of medical training.
Where to get funding for practical training?
According to Professor Le Quang Cuong, Chairman of the Vietnam Medical Education Association, former Deputy Minister of Health , a particularly important step in medical training, helping learners to have the ability to handle basic situations independently, is the close coordination between theoretical teaching and clinical practice.

Therefore, establishing a strategic alliance between schools and institutes (training facilities and practice facilities) is a major goal, requiring consensus, cooperation and constant innovation from all universities and practice hospitals; between researchers, teachers, therapists and managers.
Regarding this issue, the Government issued Decree 111/2017/ND-CP regulating practical training in health sector training. After 7 years of implementation, the content of Decree 111 has many shortcomings that need to be revised.
But the problem is that even many practical contents in Decree 111 have not been implemented by schools and institutes. Professor Le Quang Cuong said:
"Through the sharing of hospital leaders, we see that the main problem is where to get funding for practical training? Schools do not have funding because they cannot charge high tuition fees. Hospitals must be financially independent, and there are too many students coming to practice. Where can hospitals get money to buy consumables for students to use, not to mention other expenses?
Another problem is that teachers complain that now too many schools are opening medical majors, so there are too many students going to hospitals. For example, Cho Ray Hospital has to accept students from 11 schools! Too many, it is very difficult to control quality.
Third, the coordination between training facilities and practice facilities is not close enough. Some teachers said that when accepting students for internships, many teachers do not know what to teach or what the specific program is.
Quality medical training needs specific policies
Mr. Nguyen Ngo Quang, Director of the Department of Science, Technology and Training, Ministry of Health, also said that one of the core factors that make up the quality of the health sector's activities is the quality of human resources. When it comes to the quality of human resources, we must talk about the quality of training, in which the connection between medical training schools and practice hospitals is indispensable.
The coordination between educational institutions and hospitals is a decisive factor in creating a practical and comprehensive learning environment, playing an important role in career orientation and medical human resource development, contributing to promoting medical research and application of science and technology.
According to Professor Le Quang Cuong, the key to solving the problem is to have a suitable legal environment, according to international practice, so that training in a specific field such as medicine can achieve the desired results.
According to Ms. Nguyen Thu Thuy, the Ministry of Education and Training determined that building a specific policy is extremely important in improving the quality of medical training.
The representative of the Ministry of Education and Training, Ms. Nguyen Thu Thuy, Director of the Department of Higher Education, also expressed agreement with the above views: "We also need to pay attention to building a specific mechanism for medical practice training, so that students in the medical profession have the conditions to approach patients, improve clinical skills while still ensuring safety and quality of care. Currently, many students in the medical profession and other health sectors have difficulty practicing at hospitals because they are still students and do not have a practice certificate. This is reasonable but somewhat limits the ability to approach and directly care for patients in a practical environment."
"To overcome these obstacles, the Ministry of Education and Training determined that developing a specific policy is extremely important. This policy needs to create a suitable legal corridor to ensure that learners can practice effectively without affecting the rights and safety of patients. To successfully implement this, we really need the coordination from the Ministry of Health in developing specific standards and regulations, especially in managing and supervising the practice process of learners," said Ms. Thuy.
