The Ministry of Education and Training has just 'finalized' the regulations for secondary and high school admissions, which stipulate that the third exam subject must be chosen from among the subjects assessed by scores in the secondary school general education program, ensuring that the same third exam subject is not chosen for more than 3 consecutive years.
The Ministry of Education and Training has just announced Circular No. 30/TT-BGDDT dated December 30, 2024 promulgating the Regulations on Admission to Secondary and High Schools. Accordingly, there are 3 methods of admission to grade 10 of high schools, including: entrance exam, admission review or a combination of entrance exam and admission review. The selection of admission methods is under the authority of the locality.
The Ministry of Education and Training stipulates that the third subject for the 10th grade entrance exam cannot be chosen for more than 3 consecutive years.
Regarding the entrance exam method for grade 10 high school, to ensure consistency and ensure the viewpoint of a light and inexpensive exam, the circular generally stipulates the implementation of 3 subjects and exams, including: math, literature and a third subject or exam selected by the Department of Education and Training.
Notably, the regulations stipulate: "The third exam subject is selected from among the subjects assessed by scores in the secondary school general education program, ensuring that the same third exam subject is not selected for more than 3 consecutive years."

For high schools under the Ministry of Education and Training, universities, colleges, and research institutes that organize their own entrance exams, the third exam subject or a combination exam of a number of remaining subjects will be selected by the Ministry of Education and Training, universities, colleges, and research institutes directly managed by them.
Regarding exam time, the circular stipulates: literature 120 minutes; math 90 minutes or 120 minutes; third exam 60 minutes or 90 minutes; combined exam 90 minutes or 120 minutes.
The exam content is within the secondary school education program, mainly grade 9.
The new circular supplements regulations on organizing entrance exams for grade 10, including: General regulations on exam questions, exam supervision, exam marking, and exam review. In which, the Department of Education and Training is given the authority to specifically regulate exam questions, exam supervision, exam marking, and exam review in accordance with actual conditions.
High schools under the Ministry of Education and Training, universities, colleges, and research institutes shall follow the instructions of the Ministry of Education and Training, universities, colleges, and research institutes or comply with the regulations of the Department of Education and Training where the school is located.
Admission to secondary school
For secondary school admission, in addition to primary school students, the circular adds the following admission subjects: Students who have completed the second stage of the literacy program and are of age to enter grade 6 according to the regulations of the Charter of junior high schools, high schools and multi-level general schools.
Secondary school admission is conducted by the selection method. The selection criteria are specifically guided by the Department of Education and Training, ensuring that the selection process is fair, objective, transparent, and appropriate to the actual situation in the locality.
For secondary schools and general schools with many levels of education, including secondary schools belonging to universities, colleges, and research institutes, the admission criteria are directly managed by the university, college, or research institute or are implemented according to the instructions of the Department of Education and Training where the school is located.
