Previously, at 2:00 p.m. on September 12, the water level at the upstream and downstream of Cau Xe sluice both reached 2.97 m; the water level at the upstream and downstream of An Tho sluice at 3:30 p.m. both reached 2.98 m. The water level in the Bac Hung Hai system is high, with a tendency to flow downstream. Therefore, Bac Hung Hai Company directed the Cau Xe-An Tho Construction Management Station to open Cau Xe sluice at 2:00 p.m. and An Tho sluice at 3:30 p.m. to drain water from the Bac Hung Hai system to the Thai Binh River and Luoc River.
Bac Hung Hai Company also directed the Cau Xe-An Tho Construction Management Station to closely monitor the water level at the upstream and downstream of Cau Xe and An Tho sluices for timely management. When the water level from the downstream of Thai Binh River and the downstream of Luoc River is higher than the water level in the Bac Hung Hai system, the sluices will be closed tightly to prevent water from outside rivers from flowing into the Bac Hung Hai system.
Currently, the Thai Binh river system in Hai Duong is at a high level, above alert level III, and the Luoc river is above alert level II.
From September 8-12, Xuan Quan sluice gate in Van Giang (Hung Yen) was also closed because the water level of the Red River was higher than the water level of the Bac Hung Hai River.
