Special law for industrial park development

After more than 30 years of construction and development, industrial parks and economic zones have made positive contributions to the country's socio-economic growth and development achievements, reflected in the results of attracting large amounts of investment capital, supplementing important resources for development investment, contributing to promoting economic growth. The system of industrial parks and economic zones also contributes to accelerating the process of industrialization, modernization, transforming development space, promoting industry and regional linkages, creating an important foundation for long-term growth; contributing to job creation, shifting labor structure, increasing labor productivity and improving the quality of human resources...

However, the development of industrial parks and economic zones in recent times has also revealed a number of limitations and problems, such as: The quality and efficiency of investment attraction have not met the requirements of in-depth development; the types of development are slow to be innovated...

The above limitations are due to many reasons, the main reason being that the institutions and laws have not been completed, the legal framework regulating the operation of industrial parks has not changed fundamentally, only stopping at the Decree level, while the operation of this economic model is related to many different fields such as: Planning, investment, enterprises, land, construction, environment, housing, labor...

From the above practices, the draft Law on Industrial Parks and Economic Zones proposes six groups of policies to promote the development of industrial parks and economic zones, meeting the requirements of industrialization and modernization of the country today as well as new trends in the world such as: Green economy, digital economy, circular economy, green energy... These are groups of policies on supporting projects to carry out industry linkages and industry clusters within the scope of industrial parks and economic zones; supporting types of industrial parks with high expertise, specialization and specificity; developing modern, smart industrial parks and attracting new investment fields such as digital economy, green economy, semiconductor chips, materials industry, innovation; developing urban areas of a complex nature, industrial parks associated with urban and service development; policies and additional preferential regulations related to taxes, fees, financial policies, capital...; Adjust, change, amend, supplement regulations related to administrative procedures.

In order to further improve the development efficiency and competitiveness of industrial parks, contributing to the successful implementation of the country's socio-economic development goals, the development of a separate Law for this model is an urgent requirement to perfect institutions and laws, create a unified legal framework to create a favorable investment and business environment, promote investment attraction, and promote production and business in industrial parks.
