On October 1, Bac Lieu, Ben Tre and Ba Ria - Vung Tau lottery companies were the first 3/21 companies in the Southern region to have lottery tickets sold on the first day of increasing the number of tickets issued.
Winning prizes up to nearly 32 billion VND
Mr. Le Thanh Hai - Chairman of Ca Mau Province Lottery Company - said that the Ministry of Finance issued higher sales, contributing to better meeting people's demand for lottery tickets.
According to a lottery agent in Hau Giang province, the number of lottery tickets issued per drawing period is 13 million for each company, each ticket stub has 130 tickets.
Assuming the lucky lottery player wins the jackpot, the total prize the companies pay to the winner is worth 31,850,000,000 excluding tax.
Of which, there are 13 special prize winning tickets (VND 2 billion/ticket) worth VND 26 billion and 117 consolation prize winning tickets (VND 50 million/ticket) worth VND 5,850,000,000. Winning a lot also stimulates buyers more.
Previously, after many proposals from the Southern Lottery Council, the Ministry of Finance agreed to increase the traditional lottery sales limit by 10 billion VND/day, with a maximum of 130 billion VND/day of drawing.
The Ministry of Finance also requires that when implementing the issuance sales limit, lottery companies in the Southern region must strictly comply with the State's regulations on lottery business; the operating regulations of the Southern Lottery Council have been approved by the Ministry of Finance.
Returning unsold tickets is still difficult
The Ministry of Finance requires lottery companies in the Southern region to comply with legal regulations on agent commission rates, debt terms, agent payment guarantee rates, proper distribution methods and locations, and ensuring the return of unsold tickets to street vendors.
The owner of a second-level lottery agency in Can Tho city said that lottery tickets are sold well every day of the week, except for Saturday when tickets are unsold.
On Saturday, there are 4 lottery companies opening prizes: Ho Chi Minh City, Long An, Hau Giang and Binh Phuoc, so the number of tickets going to the West is higher, while on other days there are only 3 lottery companies opening prizes.
"Knowing that there are unsold tickets, street vendors do not dare to return them, and if they do return them, the second-level agents will also "keep them", but do not dare to return them to the first-level agents," he said.
Meanwhile, some lottery ticket vendors in Ca Mau province said that up to this point they still have not been able to return unsold tickets.
Some agents allow returns, but still make it difficult for returners by "cutting tickets" the next day.
Mr. Le Thanh Hai informed that he regularly reminded agents to comply with the company's regulations on allowing the return of unsold lottery tickets.
At the same time, we always care about the lives of the poor, especially the poor lottery ticket sellers. Last year, we awarded more than 1,000 scholarships and 101 houses to lottery ticket sellers in difficult circumstances.
