Deputy Prime Minister Nguyen Hoa Binh has just signed a plan to develop Lao Cai into a center for economic and trade connections between Vietnam and ASEAN countries with the Southwest region of China.
Plan to implement a series of infrastructure projects
According to the plan, Lao Cai will become an important gateway, a traffic and economic hub of the midland and mountainous regions of the North.
This will be a connecting hub not only between Vietnam and ASEAN countries but also with the Southwest region of China with a synchronous and modern transport infrastructure.

In addition, developing Lao Cai border gate economic zone as a hub for goods transit and a large logistics center on the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor and the Greater Mekong Subregion (GMS) economic cooperation.
Lao Cai becomes a center for financial services, tourism, trade, and international event organization; deploys the construction and operation of smart border gates, and builds a pilot cross-border economic cooperation zone at Lao Cai border gate, contributing to making Lao Cai province a growth pole and a fairly developed province of the country by 2030.
The plan also sets a specific goal by 2030 to form an infrastructure system of an economic trade connection center between Vietnam and ASEAN countries with the Southwest region - China.
In particular, priority is given to completing the construction of expressways: Completing the investment in the Noi Bai - Lao Cai expressway from Yen Bai to Lao Cai according to the plan; investing in the route connecting the Hanoi - Lao Cai expressway with Ha Giang; mobilizing resources and preparing conditions for the early implementation of the Bao Ha (Lao Cai) - Lai Chau expressway (CT.13).
Complete and put into operation Sa Pa airport meeting 4C airport standards, with a capacity of 3.0 million passengers/year; research and build a number of bridges across the border connecting with China; build bridges over the Red River in Lao Cai city and Bat Xat, Bao Thang, and Bao Yen districts.
Research on construction of a project that crosses the border at Kim Thanh border gate and Ban Vuoc international border gate to transport goods (containers) to China by monorail.

The plan also sets out the task of researching, developing and implementing the pilot project to build a new model of cross-border economic cooperation zones, and the project to build a smart border gate at the Lao Cai international road border gate.
Build logistics centers according to planning; ensure synchronization, modernity, interconnectivity, meeting international transport and integration requirements.
Forming and developing organizations and services to support economic trade connections as a premise for building an economic trade connection center. Researching and implementing the construction of some types of regional and international financial organizations in Lao Cai.
Build a number of high-end resorts with special services in Sa Pa town, Lao Cai city and Bac Ha and Bat Xat districts;
Continue to develop the Lao Cai Provincial Public Administration Service Center to operate under a one-stop, one-stop mechanism, promote the provision of online public services on the province's administrative procedure settlement information system and be integrated, shared, and connected with the National Public Service Portal.
By 2050, Lao Cai will be a developed province of the country, a growth pole of the midland and mountainous region of the North; an important economic and trade connection center between Vietnam, ASEAN and China, with a synchronous and modern infrastructure system; ensuring national defense, security and environmental protection.
To achieve the above goals, the plan sets out three key tasks. First of all, it is necessary to rapidly develop socio-economic infrastructure, especially synchronous and modern transport infrastructure, connecting regions, areas, and growth poles inside and outside the province.
Building and developing synchronous, modern and sustainable infrastructure, connecting regions, areas and growth poles nationwide in each period.
Actively mobilize all domestic and foreign resources to invest in key and urgent projects that have widespread impact and create development breakthroughs for the midland and mountainous regions of the North.
Along with that are the tasks of developing Lao Cai Border Gate Economic Zone to become the driving force for development of the Northern midland and mountainous region; building Lao Cai province into a regional and international center for financial services, tourism and trade, and event organization.
The plan also sets out key solutions such as mobilizing investment resources; improving the quality and attracting human resources; enhancing scientific and technological potential; developing domestic and foreign cooperation; reforming administration and improving the business environment; and maintaining political stability, security and national defense.
