Power output planning, coal supply for power generation

The Ministry of Industry and Trade said that on December 29, 2023, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan signed and issued the Electricity Supply Plan for the peak months of the dry season (April, May, June, July) this year.

During this year's dry season, the Ministry of Industry and Trade requires EVN to make a monthly electricity supply plan.

According to EVN, to ensure operational reserve to supply electricity to the national power system, the total electricity produced by power plants and imported nationwide during the peak dry season months this year is 109.183 billion kWh.

In the approval decision, the Ministry of Industry and Trade assigned EVN the responsibility to announce the electricity supply plan for the peak months of the dry season this year, including the plan to mobilize electricity output each month for investors of power plants and related units to proactively prepare appropriate backup plans for electricity production.

Before March 15, EVN must review, update, and report to the Ministry of Industry and Trade on the plan to ensure electricity for the national power system (including the plan to prepare fuel for thermal power plants), especially in the North during the peak months of the dry season this year with scenarios to control and respond to difficulties in power supply, with reserves to ensure response to extreme situations and incidents.

EVN strengthens coordination and continuously provides information to Vietnam Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV); Dong Bac Corporation to update fuel demand for electricity production of the entire system.

The Ministry of Industry and Trade requires TKV to proactively coordinate with investors of coal-fired thermal power plants to develop detailed coal supply plans for the peak months of the dry season; ensuring priority is given to adequate and continuous coal supply, with appropriate reserves.

TKV directs the Electricity Corporation - TKV to manage the maintenance of generators, promptly fix generator problems (if any), and ensure safe and continuous operation.

23 days of power shortage cause "terrible" consequences

At the conference to review the work of 2023 and deploy tasks for 2024 held on January 2, Chairman of the Board of Members of EVN Dang Hoang An reiterated that the 23 days of power shortage in the dry season of 2023 was a "painful lesson for EVN" and caused "terrible consequences" for the economy , investment environment, and reputation of the country.

The head of EVN said that ensuring electricity supply is a difficult and challenging task for the group this year and in the coming years. Currently, EVN is assigned the task of being the sole buyer of electricity in the market, and when there is a power shortage, the group must take responsibility. However, EVN's total electricity supply only accounts for more than 37%, plus the supply from state-owned economic groups such as PVN and TKV also only accounts for 48%.

Mr. Dang Hoang An emphasized that the remaining 52%, which accounts for a large output, is dependent on outside businesses. If production units are not good, it will affect the electricity supply for the whole country. Accordingly, EVN leaders requested the Ministry of Industry and Trade, the Electricity Regulatory Authority and relevant agencies to closely direct external electricity supply businesses.

At the conference, representatives of the Northern Power Corporation (EVNNPC) expressed concern that electricity supply in the North during the peak of the dry season this year continues to face difficulties and recommended that EVN promptly send documents to provinces and cities with large electricity consumption capacity to notify them of difficulties in power supply this year, so that local authorities can support EVNNPC in managing the load for large customers and implementing electricity saving.

In addition, the representative of EVNNPC's leadership proposed that EVN calculate to purchase additional electricity from China to the maximum this year; negotiate to continue purchasing electricity via the Tham Cau - Mong Cai 110 kV Mong Cai line and consider the plan to purchase 220 kV electricity in Hai Ha area, Quang Ninh to supplement the power supply for the North.
