In 1889, in Paris, the capital of France, the Inter-Parliamentary Union (IPU) was founded on the initiative of two parliamentarians and peace fighters, Frederic Passy, ​​French, and William Randal Cremer, British.

In the chaotic context of the time with many potential risks of war, the pioneers of the IPU believed that a more peaceful and stable international order could be created and maintained if countries resolved their differences through arbitration, dialogue, and parliamentary diplomacy instead of war.

Since its inception, the IPU's aim has been to create a mechanism that serves as an "international arbitration". But with the passage of time and the evolution of the world situation, the scope of the IPU's activities has expanded as peace-related issues have become an urgent and clear requirement.
Striving for world peace, the IPU aims to strengthen the legal basis that forms the foundation for international relations. Originating from the recognition that economic, social and ideological factors are in many cases the cause of tension between nations, the world organization of parliaments has gradually approached and paid more and more attention to global issues.

126 YEARS OF FORMATION AND DEVELOPMENT

During 126 years of formation and development, the IPU has been constantly improved and developed to become an international organization of sovereign national parliaments, the first permanent forum for multilateral political negotiations and a center for global parliamentary diplomacy dialogue for legislators to express their views and opinions on international issues of common concern, contributing to maintaining peace, strengthening friendly relations and cooperation between nations and establishing sustainable representative democratic institutions.

During its development, the IPU has truly become a global organization of national parliaments around the world, with 179 member parliaments and 14 regional parliamentary bodies.

With the motto “For democracy. For all”, the IPU facilitates parliamentary diplomacy and empowers parliaments and parliamentarians to promote peace, democracy and sustainable development around the world. The IPU upholds the vision of a world where every voice counts, where democracy and parliaments serve the people for peace and development.

As the global organisation of national parliaments, the IPU has a clear mission of promoting democratic governance, institutions and values. It works with parliaments and parliamentarians to articulate and respond to the needs and aspirations of their people. The IPU works for peace, democracy, human rights, gender equality, youth empowerment and sustainable development through political dialogue, cooperation and parliamentary action.

The ultimate aim of the IPU is to promote contact, coordination and exchange of experiences between parliaments and parliamentarians of all countries; to consider and express the views of the IPU on international issues of common concern in order to support parliaments and parliamentarians in taking concrete actions; to contribute to the protection and promotion of human rights, an essential element of parliamentary democracy and development; to contribute to a better understanding of the activities of representative institutions, and to strengthen and develop their methods of operation.

The IPU promotes activities in the following areas: Promoting democracy worldwide; human rights and the rule of law; international peace and security; women in politics; sustainable development; education, science and culture.

The IPU maintains close cooperation with the United Nations and regional parliamentary organizations as well as other international, intergovernmental and non-governmental organizations. The IPU is headquartered in Geneva, Switzerland, with offices in New York, United States and Vienna, Austria.
