In 1889, in Paris, the capital of France, the Inter -Parliamentary Union (IPU) was founded on the initiative of two parliamentarians who were also fighters for peace: Frederic Passy, a Frenchman, and William Randal Cremer, an Englishman.
In the chaotic context of that era, fraught with the risk of war, the pioneers who founded the IPU believed that a more peaceful and stable international order could be established and maintained if nations resolved their disputes and differences through arbitration, dialogue, and parliamentary diplomacy instead of war.
126 YEARS OF FORMATION AND DEVELOPMENT
Throughout its 126 years of formation and development, the IPU has continuously improved and evolved, becoming an international organization of sovereign national parliaments, the first permanent forum for multilateral political negotiations, and a global center for parliamentary diplomacy and dialogue where legislators can express their views and opinions on international issues of common concern, contributing to maintaining peace, strengthening friendly relations and cooperation among nations, and establishing sustainable representative democratic institutions.
Over its development, the IPU has truly become a global organization of national parliaments around the world, with 179 member parliaments and 14 regional parliamentary bodies.
With the motto "For democracy. For all," the IPU facilitates parliamentary diplomacy and empowers parliaments and parliamentarians to promote peace, democracy, and sustainable development worldwide. The IPU upholds a vision towards a world where every voice is valued, where democracy and parliaments serve the people for peace and development.
As a global organization of national parliaments, the Inter-Parliamentary Union (IPU) clearly defines its mission to promote democratic governance, institutions, and values. The IPU works with parliaments and parliamentarians to articulate and address the needs and aspirations of the people. The ultimate goal of the IPU is to promote contact, coordination, and exchange of experiences among parliaments and parliamentarians of all countries; to consider and express the IPU's views on international issues of common concern in order to support parliaments and parliamentarians in taking concrete actions; to contribute to the protection and promotion of human rights, an essential element of parliamentary democracy and development; and to contribute to a better understanding of the workings of representative institutions, strengthening and developing their working methods.
The IPU promotes activities in the following areas: promoting democracy worldwide; human rights and the rule of law; international peace and security; women in politics; sustainable development; education, science, and culture.
The IPU maintains close cooperative relationships with the United Nations and regional parliamentary alliances, as well as other international, intergovernmental, and non-governmental organizations. The IPU is headquartered in Geneva, Switzerland, and also has offices in New York, USA, and Vienna, Austria.
