On March 27, 2015, the Standing Committee of the 13th National Assembly announced the Resolution on establishing the Young National Assembly Deputies Group, marking the beginning of the process of building, developing and maturing the group, contributing to promoting young National Assembly deputies to promote their talents, devote their enthusiasm, intelligence and contribute more to the important decisions of the National Assembly.

During the 15th National Assembly term, on November 8, 2021, the National Assembly Standing Committee announced Resolution No. 409/NQ-UBTVQH on the establishment of the 15th National Assembly Young Delegates Group chaired by First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union Nguyen Anh Tuan. This is the third term that the Standing Committee of the National Assembly of Vietnam has resolved to establish the Young Delegates Group.

The Vietnam Young National Assembly Delegates Group includes National Assembly deputies aged 45 or under from the time of election ( age according to the Regulations of the Inter-Parliamentary Union Young Parliamentarians Forum IPU ). The group was established to create a forum for young National Assembly deputies to exchange, share experiences, discuss issues related to youth and young people and integrate issues of concern to young people into the process of law-making, supervision and decision-making on important issues of the country such as: labor, employment, education, training, etc.
The Young National Assembly Delegates Group also aims to train, provide information and skills for young elected representatives; promote the contributions of young National Assembly Delegates in the activities of the National Assembly; participate in foreign affairs activities to exchange and share with young parliamentarians from countries around the world and at multilateral parliamentary forums to enhance understanding of the country and people of Vietnam and exchange with young parliamentarians from other countries on issues of common concern to young people/young parliamentarians globally and regionally.
In terms of number of members, the Young National Assembly Delegates Group of the 13th National Assembly has 69 members, accounting for 13.86% of the total number of National Assembly deputies.
The Young National Assembly Deputies Group of the 14th National Assembly was established in 2016 with 131 members, accounting for 26.5% of the total number of National Assembly deputies. The Young National Assembly Deputies Group of the 15th National Assembly has 124 members, accounting for 24.84% of the total number of National Assembly deputies, including 71 female deputies, accounting for 57.2%, 53 male deputies, accounting for 42.7%, and 41 young National Assembly deputies are ethnic minorities, accounting for 33.0% of the total number of Young National Assembly Deputies Group.
Regarding the organizational structure, the Young National Assembly Delegates Group consists of the Standing Committee of the Group and its members. The Standing Committee of the Group includes: the Chairman of the Group and the Vice Chairmen of the Group ( including 01 Standing Vice Chairman ). The Chairman of the Group is the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, the Vice Chairmen of the Group are National Assembly Delegates working at the Committees of the National Assembly, full-time National Assembly Delegates at the agencies of the National Assembly. The Standing Committee of the Group operates part-time, at the beginning of each term, the Committee has 06 members ( including 01 Chairman and 05 Vice Chairmen ) with the task of developing the expected work program for the entire term and each year. On June 2, 2022, at the meeting of the group of young National Assembly deputies of the 15th tenure, National Assembly Chairman Vuong Dinh Hue expressed his belief that young Vietnamese National Assembly deputies will strive together and participate in building and developing a prosperous and happy country. At the same time, he requested that each young National Assembly deputy and the Standing Committee of the Group of Young National Assembly Deputies pay attention to the following tasks:
Firstly, continue to promote the achieved results, actively and proactively participate in the activities of the National Assembly, contribute a youthful, fresh, attractive approach, mobilize the brainpower of young people, and the creative thinking of young people in the work of legislation, supervision, and decision-making on important issues of the country, especially issues facing young people in the development and improvement of policies and laws related to children and adolescents; arouse and promote the role of young human resources in socio-economic development, ensuring national defense and security in the new situation.

Second, maintain close contact and bridge between voters and the National Assembly; spend time meeting and understanding the thoughts and aspirations of young voters who are workers, farmers, students, scientists, etc. to promptly reflect them to the National Assembly and the Government, contributing to the improvement of institutions, especially policies and laws related to young people. Continue to closely coordinate with agencies, organizations and localities in disseminating policies and laws to citizens and young voters.
Third, the Standing Committee of the Young National Assembly Deputies Group needs to closely follow the Group's Operating Regulations, more specifically the Operational Orientation during the term on the basis of closely following the Action Program of the National Assembly Party Delegation and Plan 81 of the National Assembly Standing Committee to implement Conclusion 19 of the Politburo on the Orientation of the Law-making Program for the 15th National Assembly. Proactively coordinate with relevant agencies of the National Assembly, the Central Committee of the Ho Chi Minh Communist Youth Union, the National Committee for Vietnamese Youth, and localities to organize seminars, conferences, practical surveys, training, and provide information to Group members, contributing to helping young National Assembly deputies have conditions to better perform their duties as deputies at the National Assembly.

Fourthly, as typical representatives of the young generation, young National Assembly deputies need to regularly improve their foreign languages, constantly learn, improve their qualifications and knowledge, and become "global citizens"; proactively and actively participate in multilateral parliamentary forums such as the IPU Young Parliamentarians Forum, the Francophone Young Parliamentarians Network, etc., and meet and exchange with young parliamentarians from other countries to enhance understanding and share issues of common interest to young parliamentarians in the world and the region. Do a good job of foreign information and propaganda work, contributing to enhancing the position of the country and the Vietnamese National Assembly in the international arena. In the immediate future, together with the National Assembly's Foreign Affairs Committee, effectively promote the planned hosting of the IPU Global Young Parliamentarians Conference in Vietnam in 2023.
The Group needs to continue to research and implement more diverse, high-quality and effective activities, together with the Friendship Parliamentarian Groups, the Women's National Assembly Delegates Group, etc. to contribute more to the activities of the National Assembly, parliamentary diplomacy activities, and contribute to the successful implementation of the foreign policy of the Party and State.
Fifth, leaders of relevant agencies and organizations, especially agencies of the National Assembly, need to focus on thoroughly grasping and implementing well the work of planning, training, and rotating cadres; in which, paying more attention to planning young cadres to do leadership, management, and candidacy for National Assembly deputies... and paying attention to doing it in the most public, democratic, and transparent way to find the most sources. It is necessary to identify that creating conditions, training, and fostering young cadres to participate in leadership and management work is an important, regular responsibility and task of the entire political system.

The National Assembly Party Delegation, the National Assembly Standing Committee, the National Council for Ethnic Affairs, the National Assembly Committees, the National Assembly Office, and leaders of agencies under the National Assembly Standing Committee will continue to pay attention and create more favorable conditions for young parliamentarians to excellently fulfill their duties.
The National Assembly Chairman requested that each young National Assembly delegate, with their youth, intelligence, dynamism and enthusiasm, regardless of their position, strive to contribute, enhance their responsibility and proactively participate in the National Assembly's innovation activities, set an example, attract and gather young people to join the cause of national construction and development.
In response to the National Assembly Chairman's comments, the Group of Young National Assembly Deputies of Vietnam has been active and achieved significant results, encouraging young National Assembly deputies to contribute to important decisions of the parliament, contributing to improving the effectiveness and efficiency of the National Assembly in legislative work, supervision and decision-making on important issues of the country.
The group of young National Assembly deputies in general and young National Assembly deputies in particular have demonstrated their qualifications, mettle, opinions and viewpoints on the contents submitted to the National Assembly and the National Assembly Standing Committee for consideration and decision. The opinions are generally of high quality and have been fully accepted by the drafting and reviewing agencies.
Young National Assembly deputies have proactively and actively participated in the supervisory activities of the National Assembly and its agencies; organized meetings with young voters, including young workers, young farmers, young civil servants, young civil servants, etc., promptly conveying and reflecting the thoughts and aspirations of young voters to the National Assembly as well as to Government agencies and local authorities.

Young Vietnamese National Assembly deputies also actively participate in many parliamentary diplomacy activities, making practical and meaningful contributions at multilateral and bilateral forums, such as the Inter-Parliamentary Union (IPU) Young Parliamentarians Forum and Global Young Parliamentarians Conferences. At the 41st General Assembly of the Inter-Parliamentary Assembly of Southeast Asian Nations - AIPA 41 held in Vietnam in September 2020, the Vietnamese National Assembly proposed an initiative and for the first time organized an informal conference of young AIPA parliamentarians within the framework of the AIPA General Assembly. This initiative of the Vietnamese National Assembly as the host country was highly approved by delegates attending the 41st AIPA General Assembly, and was assessed as a new factor and an important historical mark in the formation of an official conference mechanism for young parliamentarians and at the 43rd AIPA held in Cambodia in November 2022.
In 2023, the Vietnamese National Assembly will host the 9th Global Conference of Young Parliamentarians (taking place from September 14-17, 2023 in Hanoi). Hosting this Conference further affirms Vietnam's active, responsible and proactive participation in the IPU - the world's largest inter-parliamentary organization; at the same time, it demonstrates Vietnam's special interest in its members and the common concerns of today's global youth. This is also an opportunity to strengthen diplomatic relations between Vietnam and many important partners, especially parliamentarians and the young generation of leaders of countries; express Vietnam's opinions and create support from the IPU and member parliaments for the cause of national construction, protection and development.
The participation of young National Assembly deputies in the activities of the National Assembly has actively and effectively contributed to parliamentary activities and to the process of innovation of the activities of the Vietnamese National Assembly, as well as to the achievements of the National Assembly since the 13th National Assembly term up to now.
