In 2010, IPU member parliaments adopted a landmark Resolution on “Youth Participation in Democracy” at the 122nd IPU Assembly in Bangkok, Thailand, which stated that achieving meaningful democracy requires the full and active participation of young people and youth organizations in democratic processes at the local, national, regional and international levels. In 2013, the IPU established the Forum of Young Parliamentarians, a formal and permanent mechanism within the IPU to contribute to increasing the quantity and quality of youth participation in parliaments and in the IPU. In 2014, the IPU established the annual Global Meeting of Young Parliamentarians to contribute to: Strengthening the role of young parliamentarians and youth participation in parliamentary activities and to make recommendations from the youth perspective on IPU activities and agenda items; Networking, solidarity and capacity building, expanding youth access to issues of common concern.
To date, eight Global Conferences have been held on various themes, including: Youth participation in politics and democracy (Switzerland, 2014); Peace and prosperity (Japan, 2015); Sustainable Development Goals (Zambia, 2016); Economic, social and political inclusion (Canada, 2017); Promoting sustainability, protecting the interests of future generations (Azerbaijan, 2018); Achieving the SDGs and empowering youth through social inclusion (Paraguay, 2019); A post-COVID-19 youth approach (2021, held virtually); Responding to climate change (Egypt, 2022). Despite strong political commitments by the IPU, parliaments have made limited progress in implementing the goal of Youth participation in democracy. According to regular surveys conducted by the IPU, the level of youth representation in parliaments is generally low. Half of the world's population is under 30 years old, while only 2.6% of parliamentarians worldwide represent this age group. Approximately 37% of parliaments have no parliamentarians under 30 years old. Therefore, the IPU continues to promote the goals of youth empowerment, expanding youth participation in democratic processes and engaging in solving current global issues.
In 2023, the Vietnamese National Assembly will host the 9th Global Conference of Young Parliamentarians from September 14-18 in Hanoi with the theme: "The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation".
