On October 22, the Provincial Party Committee's Organizing Committee held a conference to collect opinions on the draft guidelines for some contents on Party Congresses at all levels for the 2025-2030 term. Comrade Bui Thuy Phuong, member of the Standing Committee, Head of the Provincial Party Committee's Organizing Committee, chaired the conference. Attending the conference were Party Committee Secretaries, Heads of the Organizing Committees, and Heads of Inspection Committees of Party Committees under the province.
Quang Ninh is one of the localities in the country that quickly concretized Directive No. 35-CT/TW (dated June 14, 2024) of the Politburo on party congresses at all levels towards the 14th National Congress of the Party. Accordingly, the Provincial Party Committee issued Plan No. 439-KH/TU (July 23, 2024) "On organizing party congresses at all levels, towards the 16th Provincial Party Congress, term 2025-2030", deployed to party committees and organizations at all levels.
At the conference, the Provincial Party Committee's Organizing Committee oriented some contents in the draft guidelines on the content of party congresses at all levels for the 2025-2030 term; information on leadership and direction in preparation for the village and neighborhood party congresses for the 2025-2027 term; information on some contents on internal political protection work.
Delegates contributed some opinions on guiding some contents of the congresses of party cells under grassroots party committees for the 2025-2027 term and party congresses at all levels for the 2025-2030 term, such as: Unifying some articles in Decision No. 190-QD/TW in 2024 "On promulgating the Election Regulations in the Party"; detailed instructions for personnel of commune-level military party cells; urgently promulgating instructions for congresses of party cells under grassroots party committees for the 2025-2027 term; tasks of the personnel subcommittee; ensuring unity in the cell and party committees in enterprises with 50% state capital; flexibility in personnel of party cell committees, secretaries, and deputy secretaries of party cells in ethnic minority areas; supplementing criteria for party cell committee members; supplementing separate instructions on implementing the planning of party cell committees for public security forces...
In addition to answering and clarifying the opinions of delegates, the leaders of the Provincial Party Committee's Organizing Committee received, edited and completed them in accordance with regulations to advise the Provincial Party Committee's Standing Committee to issue instructions, ensuring the successful organization of Party congresses at all levels for the 2025-2030 term.
The conference to collect opinions is an important activity to prepare carefully, thoroughly, and consistently from the province to the grassroots level, ensuring the successful organization of party congresses at all levels for the 2025-2030 term in accordance with the spirit of Directive No. 35-CT/TW.
