The 2nd Conference of the Coordination Council of the North Central and Central Coast Region with the theme: Planning of the North Central and Central Coast Region for the period 2021 - 2030, with a vision to 2050.

Comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister, Chairman of the Coordination Council for the North Central and Central Coastal Regions chaired the conference. Co-chairing was Comrade Nguyen Chi Dung - Member of the Party Central Committee, Minister of Planning and Investment.

Attending the conference, on the side of Nghe An province, there were comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of Nghe An Provincial People's Committee; Pham Hong Quang - Director of the Department of Planning and Investment.

At the Conference, presenting the main contents of the Regional Planning, Minister of Planning and Investment Nguyen Chi Dung emphasized that the North Central and Central Coastal Regional Planning for the period 2021-2030, with a vision to 2050, is a step to concretize the National Master Plan, demonstrating the major and fundamental orientations of national sectoral plans on organizing development space; helping to "pave the way", creating development drivers, development potentials, new development spaces of the country, of the region and specifically reflected in the spatial scope of each locality.

Clearly defining the role of planning, according to Minister Nguyen Chi Dung, right from the first days of organizing the planning of the North Central and Central Coast regions for the period 2021-2030, with a vision to 2050, the Ministry of Planning and Investment has closely coordinated with ministries, branches and localities in the region to implement regional planning.

The North Central and Central Coast regions are particularly important strategic areas in terms of politics, economy, culture, society, national defense, security and foreign affairs of the whole country; they are the "front" of the country and the "gut" of the Fatherland, the "gateway" to the sea and the "support" for the Central Highlands provinces.

This is an area with a coastline of nearly 1,800 km, accounting for more than 55% of the country's coastline and many large seaports and airports, so it is of great significance for the development of the marine economy and ensuring national defense, security, and maintaining the sovereignty of the sea and islands of the Fatherland. In particular, this is also a land with a tradition of steadfast and glorious revolutionary struggle, the birthplace of many heroes and heroes, who have made the history of the country famous.

In the recent period, the whole region has achieved many important results and achievements in socio-economics, security and defense. The average economic growth rate in the period 2005-2020 reached 7.3%/year, higher than the national growth rate in the same period (6.36%/year). The economic scale of the region in 2020 reached 1,157 trillion VND, 3.3 times higher than in 2010.

The economic structure has shifted towards services and industry as the main focus; a number of basic economic sectors, especially marine economic sectors and sectors with high added value, have been formed and developed; tourism has gradually become a key economic sector.

Although there are many challenges, there are also many opportunities for developing the North Central and Central Coast regions, namely: there are many potentials and advantages to develop the marine economy, develop in a green, circular, creative, sustainable and inclusive direction; foreign investors are shifting their supply chains to Vietnam; the potential to welcome domestic and international tourists is increasing after the Covid-19 pandemic; as well as mechanisms and policies from the Central Government to help promote infrastructure for development.

Based on the above potentials and advantages, Minister Nguyen Chi Dung affirmed that the Planning of the North Central and Central Coastal Regions has put forward new and innovative identifications and proposals.

Vision for development by 2050, developing the North Central and Central coastal regions in accordance with the spirit of Resolution No. 26-NQ/TW of the Politburo into a region with rapid, sustainable and strong development in marine economy; having a number of large industrial, service and international cooperation centers on par with the Asian region with modern coastal economic zones, a system of smart, sustainable coastal urban areas with their own identity, environmentally friendly, highly resilient to natural disasters, epidemics and effective adaptation to climate change; a place where cultural, historical values, marine, island and forest ecosystems are preserved and promoted; the material and spiritual life of the people reaches a high level; national defense, security and sovereignty over seas and islands are firmly ensured.

Focus on investing in and upgrading key infrastructure systems, especially transportation and logistics, energy, information infrastructure and digital transformation, education, training, healthcare, disaster prevention and control, climate change adaptation, etc.

Developing coastal economic space with focus and key points. Focus on developing a number of dynamic areas and growth poles associated with large regional and international specialized centers of marine economy: North Central sub-region including the provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri; Central Central sub-region including: Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh; South Central sub-region including the provinces: Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan.

Attract, connect and mobilize all investment resources and all economic sectors to accelerate the transformation of regional economic structure, associated with growth model innovation. Restructure agriculture, forestry, exploitation, aquaculture and seafood associated with processing industry, ensuring sustainability and high efficiency. Promote service development based on modern technology; form logistics centers associated with seaports, railway stations, airports and border gates.

Strengthening inter-provincial cooperation and linkage for socio-economic development such as South Thanh Hoa - North Nghe An; South Nghe An - North Ha Tinh; South Ha Tinh - North Quang Binh; South Phu Yen - North Khanh Hoa. Developing urban systems, especially coastal urban areas, closely linked with the development of economic zones and industrial parks to effectively support the development of marine economic centers.

Comprehensive development of economy - culture - society - environment. Focus on socio-economic development of ethnic minority areas, mountainous areas, remote areas, border areas, beaches and islands. Closely combine socio-economic development with ensuring national defense, security and sovereignty over seas and islands; maintain political stability, order and social safety.

At the Conference, the Ministry of Planning and Investment would like to consult and collect opinions from members and commissioners of the Regional Coordination Council, relevant agencies and organizations, experts and scientists on the draft of the North Central and Central Coastal Region Planning for the period 2021-2030, with a vision to 2050. On that basis, the Ministry of Planning and Investment will focus on researching, receiving and completing the Regional Planning dossier to submit for appraisal and approval according to regulations.

Concluding the Conference, Deputy Prime Minister Tran Hong Ha affirmed that the North Central and Central Coastal Region Planning for the 2021-2030 period, with a vision to 2050, after being approved by the Prime Minister, will be a particularly important basis for all levels, sectors and localities to study, develop and implement policies, plans, development programs and investment projects to develop sustainable socio-economic development of the country, the region and localities in the region.
