Of the remaining 25,898 relics, 11,412 relics (44%) have revenue and expenditure data. The remaining are mainly private relics, clan churches that do not report, and special relics that do not have merit or sponsorship (relics are places that mark events, historical landmarks, old streets, old houses, writings, archaeological sites, caves).

Relics in Dak Nong province do not have data on revenue, expenditure, donations and sponsorship.

According to the inspection results, the total actual revenue in 2023 is 4,100 billion VND, excluding donations, in-kind sponsorship, construction works; donations, sponsorship for religious activities of religious organizations.

According to the report, the revenue from religious sites is 3,062 billion VND (accounting for 75%). Of these, 63 sites collected over 5 billion VND (28 sites collected over 10 billion VND).

There are 7 relics that collected over 25 billion VND, including: Ba Chua Xu Temple in Chau Doc, An Giang (220 billion VND); Bao Ha Temple in Bao Yen, Lao Cai (71 billion VND); Con Dao Prison historical relic site in Ba Ria - Vung Tau (34 billion VND); Song Son Temple in Bim Son, Thanh Hoa (28 billion VND); Hung Temple in Phu Tho (26 billion VND) and 2 relics in Hanoi: La Khe Communal House in Ha Dong (28 billion VND) and Ngu Nhac Temple (Huong Pagoda) in My Duc (33 billion VND).

Revenue from religious relics is 1,038 billion VND (25%).

The report also stated that 7 provinces and cities had total revenue from relics reaching over 200 billion VND. They are Hanoi (672 billion VND), Hai Duong (278 billion VND), An Giang (277 billion VND), (Bac Ninh) 269 billion VND, Hung Yen (242 billion VND) and Nam Dinh (215 billion VND).

Quang Ninh province was assigned to pilot the inspection, the revenue in the first 4 months of 2023 was over 67 billion VND (including revenue from Ba Vang Pagoda and some relics), the estimated revenue for the whole year is over 200 billion VND. There are 9 provinces and cities with revenue from over 100 billion VND to under 200 billion VND...

Total expenditure from sponsorship and donations in 2023 is 3,612 billion VND (some localities have higher expenditure than revenue due to using the balance carried over from 2022). The remaining amount by the end of 2023 will be transferred to 2024 to continue to be used for protecting and promoting the value of relics and organizing festivals.

The first comprehensive inspection of the management of donations and sponsorships at historical and cultural relics nationwide, conducted after the Lunar New Year in 2024 and during the festival season nationwide, has helped localities have a practical basis for a comprehensive assessment of this activity.

Through inspection, it is shown that charitable activities and sponsorship at historical-cultural relics are closely associated with the spiritual life of Vietnamese people, and are a fine traditional cultural feature of the nation. Although there are still many relics that have not been reported and the reported data is incomplete, with a total revenue of 4,100 billion VND in 2023 (excluding charitable donations and sponsorship for religious activities of religious organizations), it shows that people have a great need to contribute to the restoration and embellishment of relics and the organization of festivals.

Before 2023, our country has no legal documents regulating the management of donation money nationwide. Some localities have issued documents regulating provincial-level relics; some localities have issued documents applicable to relics assigned to public service units for management. The rest, most localities do not have documents regulating this activity; management is mainly based on practice, tradition and the specific characteristics of each relic facility.

Since 2023, the Ministry of Finance has issued Circular No. 04/2023/TT-BTC guiding the management and financial collection and expenditure for festival organization and donation money, sponsorship for relics and festival activities. Since then, most localities have developed and issued documents regulating the management of donation money and sponsorship, ensuring compliance with the reality of each relic and local customs and practices.

In the context of difficult state budget balance, annual budget expenditure for the cultural sector is still modest. Therefore, donations and sponsorships at historical and cultural relics are important financial sources, which have been actively contributing to the preservation and promotion of cultural heritage values ​​in particular and the socio-economic development of the country.
