Deepening the content of the draft documents of the 10th National Congress of the Vietnam Fatherland Front

Speaking at the opening of the Conference, Vice President Truong Thi Ngoc Anh affirmed that this Conference is of great significance in seeking comments from experts, scientists, and representatives of the Advisory Councils of the Vietnam Fatherland Front Central Committee, contributing to the continued completion of the draft Report of the Vietnam Fatherland Front Central Committee, 9th tenure, at the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029 (Political Report) and the content of amendments and supplements to the Charter of the Vietnam Fatherland Front in the coming term.

According to Vice President Truong Thi Ngoc Anh, the draft Political Report being developed consists of two parts. The first part discusses the situation of the great national unity bloc and the results of implementing the action program of the Vietnam Fatherland Front for the 2019-2024 term; it is assessed very deeply, closely following the situation of the localities, supplementing the results of implementing the program of coordinated action between the Vietnam Fatherland Front and its member organizations, along with many other outstanding results in the work of the Front.

In addition, the second part of the Political Report identified directions and goals in the direction of closely following the country's socio-economic development policy according to the Resolutions, Directives and Conclusions of the Party Central Committee, the Politburo and the Secretariat, closely following the requirements for innovation in the work of the Front in the new situation, with more breakthroughs, highlights and contents demonstrating the characteristics of the Front, widely gathering all classes of people. On the basis of inheriting the previous term, the Political Report continued to develop the 5 action programs that have been implemented. To further clarify the activities of the Fatherland Front towards the grassroots, with clear goals in building increasingly solid residential areas, creating a foundation for society to develop in a civilized and modern direction, the 6th action program on "Building self-governing, united, prosperous and happy residential areas" has been researched, developed and included in the draft Political Report.

With that meaning, Vice President Truong Thi Ngoc Anh hopes that experts and scientists with experience in the field of work will actively participate in contributing many profound opinions on each specific content, contributing to perfecting the content on the results of implementing the action program of the Vietnam Fatherland Front for the 2019-2024 term, assessing the feasibility in implementing tasks and targets in the coming term.

At the Conference, delegates focused on discussing the draft Political Report and the draft amendments and supplements to the Charter of the Vietnam Fatherland Front. Opinions frankly pointed out the limitations, shortcomings, weaknesses, causes and lessons learned, pointing out the results that need to be continued in the next term, and the limitations that need to be overcome.

Speaking at the Conference, Dr. Nguyen Van Hung, former Deputy Head of the Central Committee for Mass Mobilization, said that Section III of the Political Report on "Reviewing 40 years of innovation of the Vietnam Fatherland Front according to the Party's guidelines" should further evaluate the role of the Vietnam Fatherland Front in national reconciliation and national unity, especially since the 9th Party Congress to date. Along with that, it is necessary to promote socialist democracy, implement the grassroots democracy regulations, especially in the past 10 years of implementing the grassroots democracy regulations in building new rural areas and civilized urban areas, implementing democracy, and publicizing information in the monitoring activities of the Vietnam Fatherland Front at all levels and the people. This section also needs to highlight the implementation of the country's innovation by the Vietnam Fatherland Front, paying special attention to social security policies, hunger eradication and poverty reduction policies, and taking care of the practical and legitimate interests of the people in life.

According to Mr. Nguyen Van Hung, the Political Report should propose 5 appropriate action programs, and program 6 should be linked to program 3, including a number of tasks and solutions on "Building self-governing, united, prosperous and happy residential areas" in the tasks and solutions of program 3. The title of program 3 should be rephrased as "Motivating and promoting all classes of people to effectively carry out patriotic emulation campaigns and movements to build and defend the Fatherland and sustainably develop the country".

Commenting on the draft Political Report, Mr. Ho Xuan Hung, Chairman of the Vietnam General Association of Agriculture and Rural Development, said that item 3.1 in the general assessment section should include a general assessment sentence: "In the 2019 - 2024 term, the Vietnam Fatherland Front has continued to promote and enhance its core role in promoting the tradition and strength of national solidarity, contributing to building a prosperous and happy country". Regarding the specific action program of the Vietnam Fatherland Front for the 2024 - 2029 term, it is necessary to clearly state: propose mechanisms and policies to support economic, cultural and social development in ethnic minority and disadvantaged areas, paying special attention to disadvantaged areas which have been the "cradle of revolution through the ages".

"In the section on some specific indicators, it is necessary to clearly state the content of improving the quality of people's material and spiritual life. If it is only stated that it improves the quality of people's life, then the reality is that many localities are only concerned with material life and infrastructure, while spiritual life has not kept up," Mr. Hung suggested.

Agreeing with the contents of the draft Political Report, Prof. Dr. Phan Trung Ly, former Chairman of the National Assembly's Law Committee, said that it is necessary to review and further enhance the content of the Political Report. Specific issues that need a separate appendix will be discussed in more depth, instead of being reviewed in the general assessment. The content of amendments and supplements to the Charter of the Vietnam Fatherland Front also needs to be reviewed more carefully to avoid including inappropriate content, ensuring consistency with the provisions of the Constitution and the Law on the Vietnam Fatherland Front.

"The contents on the organization and activities of the Vietnam Fatherland Front need to increase responsibility and avoid formality. At the same time, the Vietnam Fatherland Front needs to do a good job of monitoring and social criticism, and regularly deploy these activities in the coming time," Professor Phan Trung Ly proposed.

Regarding the content of ethnic work stated in the Political Report, Dr. Cam Van Doan, member of the Advisory Council on Ethnic Minorities (Central Committee of the Vietnam Fatherland Front) said that the policy of supporting economic development in ethnic minority areas must be considered the focus of the sustainable poverty reduction policy. Implement sustainable livelihood development in the direction of diversifying livelihoods, suitable to the socio-economic conditions of each region to create jobs and increase income associated with preserving and developing traditional occupations, developing the cultural identity of ethnic minorities. These projects should be implemented in the following manner: People do it themselves, the State supports; properly implementing the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".

Acknowledging the enthusiastic contributions at the Conference, Vice President To Thi Bich Chau affirmed that the presentations at the Conference demonstrated the responsibility and intelligence of experts and scientists, thereby affirming the role of the Vietnam Fatherland Front, deepening the content of the Political Report, and suggesting the activities of the Front in the coming time.

Vice President To Thi Bich Chau affirmed that she would take full advantage of the opinions and comments, edit the content and language stated in the Political Report to reflect the identity of the Front, and concretize it into content to edit and continue to perfect the draft documents of the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029; at the same time, she hoped that experts and scientists would continue to make more contributions to the activities of the Front in the coming time.
