On April 10, speaking with Thanh Nien Newspaper reporter, Mr. Do Van Tuyen, Chairman of Lac Hong Commune People's Committee (Van Lam District, Hung Yen), said that the commune government and police are coordinating with Van Lam District's functional forces to investigate and clarify the behavior of the nanny of Hoang Oanh Private Kindergarten (address in Quang Trung village, Lac Hong commune) beating and slapping a 1-year-old child.
That same afternoon, when Thanh Nien Newspaper reporters were present at the headquarters of the People's Committee of Lac Hong commune, the commune police were taking statements from the person accused of torturing the 1-year-old child and related people.
Previously, on April 9, a 21-second clip was circulated on Facebook, showing a woman in a pink shirt feeding a baby about 1 year old porridge. The baby was placed in the stairwell.
Nanny T. slapped a 1-year-old baby when he refused to eat.
When the woman saw that the baby was not eating and was crying, she slapped the baby in the face, hit the baby's hand with a sandal, pressed her hand on the baby's forehead, and then put a spoonful of porridge in the baby's mouth. The incident caused outrage on social media.
"Since yesterday, April 9, when receiving information reflecting this incident on social networks, the leaders of the Commune People's Committee have directed the commune police force and organizations to go to Hoang Oanh Private Kindergarten to verify. Because the incident is hot and attracts public attention, we have worked through the night, so far this is only initial information," Mr. Tuyen informed.
When the 1-year-old refused to eat, the nanny pressed her hand on his forehead and then put a spoonful of porridge in his mouth.
According to the leader of Lac Hong Commune People's Committee, the initial identification of the person who abused the 1-year-old child was T., not a local. At the police station, Ms. T. initially admitted to slapping the child in the face and hitting the child's hand with a sandal as shown in the clip circulated on Facebook.
Mr. Tuyen added that Ms. T. was in a panic so she could not remember exactly when she had committed the above act with the 1-year-old child, only determining that it was around before Lunar New Year 2024.
According to authorities, the victim is not a local, and is most likely the child of a worker’s family living in the area. Currently, the child is no longer being cared for at this preschool.
Because the child is no longer being cared for here, it makes the investigation difficult. The authorities and police have not received any feedback from the child's family, and do not know who the child's parents are. Only when the social network Facebook posted it did they have a basis for verification.

Mr. Tuyen said that while waiting for verification from competent authorities, there is no basis to suspend or temporarily stop the operations of the childcare unit.
"Hoang Oanh Private Kindergarten has been licensed to operate since 2020, for 4 years now, and it takes care of about 30-40 children of different ages. The investigation will take a long time and many accompanying procedures, because the incident happened quite a while ago. When there is enough evidence, depending on the level of violation, the authorities will take appropriate measures," Mr. Tuyen added.
Speaking to Thanh Nien Newspaper, Mr. Tran Chu Duc, Chairman of Van Lam District People's Committee, said that the district People's Committee has grasped preliminary information about the incident, the child's gender has not yet been determined, because the child is no longer sent to the above preschool. On the other hand, both the person who filmed the clip and the person who beat the child have quit their jobs.
"The district People's Committee is directing the police to clarify the fact that the person who filmed the clip did not take action to stop the nanny from abusing the child and did not promptly report it to the authorities, causing difficulties for the investigation. My point of view is to verify and handle it strictly, to avoid creating a bad precedent and negatively impacting public opinion," Mr. Duc stated.
