On June 14, at the headquarters of the National Assembly agencies, the Supervisory Delegation of the National Assembly's Committee on National Defense and Security "Implementation of Resolution No. 99/2019/QH14 of the National Assembly on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting in the 2020-2022 period" worked with 3 Ministries: Education and Training, Health, Information and Communications.
At the meeting, members of the Supervisory Delegation highly appreciated the reports of the 3 Ministries related to the situation and results of the implementation of Resolution No. 99/2019/QH14 of the National Assembly. Basically, these reports closely followed the guidance outline of the Supervisory Delegation.

Speaking at the meeting, Deputy Chairman of the National Defense and Security Committee Nguyen Minh Duc, Deputy Head of the Standing Committee of the Thematic Supervision Delegation emphasized that the report of the Ministry of Information and Communications was very detailed, thorough, closely following Directive 47-CT/TW, Resolution No. 99/2019/QH14 of the National Assembly and Decision No. 630/QD-TTg of the Prime Minister and regulations in the Law on Fire Prevention and Fighting in general and many other documents. The report of the Ministry of Information and Communications affirmed that no fire incidents occurred despite many difficulties such as the low awareness of some departments about fire prevention and fighting, the headquarters of the Ministry is still scattered, many buildings are old and degraded, there are no regular training skills on fire prevention and fighting... Most reports of the ministries clearly pointed out difficulties in funding, problems with standards and regulations related to fire prevention and fighting.
However, Deputy Chairman of the National Defense and Security Committee Nguyen Minh Duc found that the reports generally did not focus in depth on the "4 on-site" solution, while this is an important preventive solution in fire prevention and fighting.
Deputy Chairwoman of the National Assembly's Finance and Budget Committee Pham Thuy Chinh also highly appreciated the reports of the three ministries, which were linked to the functions and tasks of each ministry in charge of fire prevention and fighting. In particular, the report of the Ministry of Information and Communications had specific figures, linked to the management functions of the industry, and had implemented specific tasks and had specific funding for fire prevention and fighting.

However, Deputy Head of the Finance and Budget Committee Pham Thuy Chinh found that the reports of the Ministry of Education and Training and the Ministry of Health did not reflect the tasks of the sector in the fields under the Ministry's management related to fire prevention and fighting.
In the report of the Supervisory Delegation, many common tasks were assigned to ministries and branches and each task was assigned to the Ministry of Information and Communications as well as the Ministry of Education and Training (only the Ministry of Health did not have its own tasks). However, Deputy Head of the Finance and Budget Committee Pham Thuy Chinh said that the reports of the ministries have not yet shown the tasks of applying science and technology, advanced science and technology solutions related to fire prevention and fighting. Because the implementation of "4 on-site" and fire prevention and fighting at facilities are related to very important subjects such as patients, students, etc., all of which need to be protected.
Appreciating the figures mentioned by the Ministry of Information and Communications as well as the good coordination between the Ministry and the Ministry of Public Security in sending text messages to people to raise awareness and responsibility during the peak period of fire prevention and fighting, however, Deputy Head of the Finance and Budget Committee Pham Thuy Chinh said that in the 3 years of implementing Resolution No. 99 of the National Assembly, there have been only more than 526 thousand radio programs, more than 587 thousand television programs in localities, the amount of news and articles on fire prevention and fighting has not yet ensured regularity and continuity.
Regarding the issue of funding for fire prevention and fighting, Deputy Head of the Finance and Budget Committee Pham Thuy Chinh wondered whether the data the Ministry mentioned was for fire prevention and fighting or for investment in facilities and equipment, and requested the Ministry of Information and Communications to clarify this content.
Concluding the meeting, Vice Chairman of the National Defense and Security Committee, Deputy Head of the Standing Supervisory Delegation Nguyen Minh Duc requested the Ministries to supplement the missing contents in the report, strictly implement the regulations on fire prevention and fighting, and closely follow the guidance outline of the Supervisory Delegation. At the same time, he requested that the reports of the Ministries need to supplement more data and appendices to be complete, especially supplementing and clarifying the difficulties and obstacles related to the ministries and branches under their charge in fire prevention and fighting, thereby proposing specific solutions to these difficulties.
Deputy Head of the Standing Supervisory Delegation Nguyen Minh Duc requested the 3 Ministries to continue reviewing the contents related to their tasks and management functions to supplement and clarify the missing and unclear contents related to fire prevention and fighting work.
