National Assembly Chairman Vuong Dinh Hue said that this February's regular meeting will review, comment on and decide on five contents.
In particular, the National Assembly Standing Committee will give opinions on the explanation, acceptance, and revision of the draft Law on Archives (amended). This is one of nine draft laws that the National Assembly has commented on at the sixth session and is expected to consider and pass at the seventh session (May 2024). The National Assembly Chairman stated that immediately after the sixth session, the drafting agency and the reviewing agency closely coordinated and meticulously revised this draft Law.
"In today's meeting, I would like to request the Standing Committee and comrades to focus on giving opinions on some of the most important issues of the law. Especially the provisions on implementing strong decentralization and delegation of authority in archiving activities while still ensuring centralization, unity and the issue of sharing data connections related to this field," the National Assembly Chairman noted.
According to the National Assembly Chairman, there are many sectors, many levels, and very specific fields such as diplomacy, police, military... that are strongly decentralized and delegated but still have to ensure management and unity. In addition, the issue of how to provide information, connect, and share data in the field of archiving is very important. In particular, according to the National Assembly Chairman, it is necessary to promote and develop the values of archival documents. Archiving is not just for storing, but needs to have a goal, creating added value when storing documents.

The second content is that the National Assembly Standing Committee gives its first opinion on the draft Law amending and supplementing a number of articles of the Law on Guards. The Law on Guards was passed by the National Assembly in 2017 but urgently needs to be amended and supplemented to institutionalize the Resolution of the 13th National Congress of the Party. According to the National Assembly Chairman, with the preparation work so far, the National Assembly Standing Committee will consider and give its opinion on the possibility of submitting it to the National Assembly for consideration and approval at a session.
The National Assembly Standing Committee will also consider the proposal of the Supreme People's Procuracy on assigning additional prosecutors to the People's Procuracy; report on the National Assembly's petition work in January 2024 (including the petition work in December 2023); give opinions on the summary of the fifth extraordinary session of the 15th National Assembly, in which it will assess the significance and importance of the session when it passed many important decisions, especially the Land Law (amended) and the Law on Credit Institutions (amended).
Emphasizing the short time and large workload, the National Assembly Chairman said that the upcoming seventh session of the National Assembly is expected to review and pass 9 draft laws, several draft resolutions, and give initial comments on about 12 other draft laws.
"The number of draft laws passed and commented on at the upcoming session will be the largest since the beginning of the term," said the National Assembly Chairman, adding that the Prime Minister has signed a document assigning responsibility to relevant agencies, organizations and individuals for all contents related to the seventh session.
