Continuing the program of the 28th session of the 8th term Quang Tri Provincial People's Council, this afternoon, December 4, the discussion session in 4 groups recorded many frank and responsible opinions of delegates on contents related to the socio-economic situation, national defense and security and key groups of issues.

Leading the discussion session, the heads of the groups asked delegates to focus on analyzing and clarifying the contents of the report on socio-economic and national defense and security implementation; the group of issues on budget allocation, investment, land resources, forests, land use rights bidding projects; the group of issues regulating the authority to decide on public finance and policies; the group of authorities and urban areas; the group of adjustment resolutions...
Commenting on the implementation of socio-economic, national defense and security tasks in 2024, and the direction and tasks for 2025, delegates said that the report had made accurate, complete and comprehensive assessments in all areas. At the same time, they focused on analyzing the reasons why 4/18 socio-economic targets were only close to the set plan, in which the total product in the area increased by 5.97% (plan 6.5% - 7%) the lowest compared to the years from 2021-2024; growth in the industrial - construction sector only reached 6.12% (plan 9.5% - 10%), the industrial production index was low at 5.72% (in 2023 it increased by 13.87%); total retail sales of goods and service revenue increased by 12.82%, equal to the growth rate of 2023...
Regarding the 4 targets that were only achieved at asymptotic levels, the provincial People's Council delegates proposed to consider clarifying the basis for setting the growth rate target of the industrial and construction sector at 9.5% to have solutions for implementation, ensuring feasibility. They suggested to evaluate and clarify the practical basis for providing statistics on the GRDP per capita index, the growth index of the industrial - construction and trade - service sectors.

Regarding GRDP lower than planned, delegates pointed out that the main reason was due to low growth in the industry and construction sector, and the inability to implement new industrial projects. Although there were changes in the province's key projects, they had only completed initial procedures and the construction volume was not much. In addition, the allocation of medium-term public investment capital for the 2021-2025 period was slow and insufficient compared to the implementation progress.

Regarding the issue of public investment capital disbursement, delegates said that it is necessary to recognize the reality that the implementation of investment projects in the past has been slow, there has been a lack of determination in site clearance work, and the rate of public investment capital disbursement is still low.
Therefore, it is necessary to clearly define the responsibilities of agencies, units, and leaders, proactively handle and remove related difficulties and obstacles, and be determined to effectively disburse public investment capital. Drawing on experience from the compensation and site clearance work for the Cam Lo - Van Ninh expressway, delegates suggested that the province should have early guidance and forecasts for compensation and site clearance work for coastal roads connecting the East-West Economic Corridor.
Delegates also recommended reviewing and re-evaluating projects that have been granted investment policies but have not been implemented or have been implemented slowly, and reviewing land leasing, land allocation, and land allocation issues to ensure effective and proper use.

Regarding national target programs (NTPs), some delegates suggested that the province should balance and allocate more resources for communes in ethnic minority areas to be able to complete the criteria for reaching the new rural area (NTM). At the same time, clearly guide the criteria for building smart village models for communes building advanced NTM and model NTM.
Regarding the policy of supporting residential land and funding for granting land use right certificates (LURCs) to ethnic minorities and poor households in extremely difficult areas, many delegates said that it is necessary to consider and evaluate them in accordance with reality. Focus on implementing well the contents of planning, arrangement, placement, population stabilization, supporting residential land, granting LURCs for residential land and production land to help people feel secure in settling down and developing production.
In the economic and budgetary fields, delegates suggested that the province study and promulgate regulations on procedures, criteria, and sample documents for selecting projects in production development support activities within the content of national target programs.
Prioritize the allocation of resources to implement central and local policies, with priority given to the education sector, key projects, resettlement, and completion of infrastructure of industrial clusters in the province to facilitate investment promotion.
Propose that the Provincial People's Committee conduct a comprehensive review to have a plan to arrange capital to build headquarters for the communes implementing the merger, including medical stations and school networks to ensure convenience for the people.

Regarding the work of receiving citizens and handling complaints in 2024, the provincial People's Council delegate said that in recent meetings with voters, there were many opinions and reflections from people related to the inadequacies and lack of synchronization of auxiliary works when implementing projects to build roads and bridges for people, affecting the security, order and traffic safety situation in the project implementation area.
Therefore, before considering and approving the investment policy, it is necessary to calculate and consider additional plans for constructing accompanying auxiliary works to ensure consistency and rationality in the process of putting the works into use.
On the other hand, in 2024, the rate of resolving voters' petitions was still relatively low (57.3%), many contents and cases were still prolonged, so relevant levels, sectors and localities needed to pay special attention, direct and thoroughly resolve them.
Many delegates also proposed solutions to focus on directing and solving issues related to crime prevention in various fields; overcoming shortcomings, limitations and urgent issues in drug prevention and control in the area, contributing to reducing crime and bringing a peaceful life to the people.
Provide opinions on the targets for civil servant staff, number of employees, labor contracts and association staff in 2025; assign the number of commune-level cadres, civil servants and part-time workers at the commune level in 2025.
