25th Session - 18th Provincial People's Council: Many issues of interest to voters were discussed at Group 1

Continuing the 25th Session - the regular year-end session of the 18th Provincial People's Council, on the morning of December 5, delegates from the following units: Vinh City, Hoang Mai Town, Do Luong District, Hung Nguyen District participated in the discussion at Group 1. Ms. Nguyen Thi Thom - Deputy Head of the Provincial Party Committee's Mass Mobilization Committee was the group leader to direct the discussion content.

Also participating in the discussion session at Group 1 were leaders of the Provincial National Assembly Delegation, the Provincial Party Committee's Propaganda Department, leaders of departments, branches and localities.

At Group 1, delegates focused on discussing the outstanding results achieved in various fields in 2024; efforts to overcome difficulties and challenges, and noteworthy points in leadership and direction; At the same time, analyzing the shortcomings and causes, especially subjective causes under the leadership, direction and implementation responsibilities of all levels and sectors in each economic , socio-cultural, internal affairs and social order and safety field.

Accordingly, delegates highly appreciated the leadership and management role of the Provincial People's Committee, the efforts of departments and branches in the context of many difficulties and challenges, but they have resolutely focused on completing key projects; high growth rate; budget revenue approaching the target of the Provincial Party Congress; attracting FDI investment in the top 10 nationwide; disbursement of public investment capital is quite high; comprehensiveeducation quality has increased remarkably (ranked 12th nationwide)...

However, according to delegate Pham Thi Hoan (Vinh City), in 2024, the whole province had nearly 39,000 newly registered enterprises, of which the number of officially operating enterprises was only nearly 16,000. The number of dissolved and temporarily suspended enterprises increased compared to the same period (302 enterprises voluntarily dissolved, up 35.29%; 1,483 enterprises registered to temporarily suspend operations, up 8.6%). On the other hand, only 715 enterprises resumed operations, down 19.4% compared to the same period. Therefore, it is necessary to pay attention to removing difficulties for existing enterprises and creating jobs.

Delegates also raised questions about the time and solutions for relocation and resettlement for residents living in old apartment buildings that have seriously degraded.

Also according to delegate Hoan, the project of the Center for Preservation and Promotion of Nghe Tinh Vi and Giam Folk Heritage was approved in 2015, and has been around for nearly 10 years, but is still unfinished and has not been completed and put into use, causing waste; The Provincial People's Committee is requested to have investment solutions to complete the project and put it into operation.

Regarding the new policies and guidelines due to the new Land Law taking effect, delegate Nguyen Huu An (Hoang Mai Town) raised questions about the establishment and implementation of land fund creation projects to organize auctions of land use rights and resettlement land funds. According to the new regulations of the Government , this task belongs to the Land Fund Development Center. However, district-level localities currently do not have a Center and if the implementation is stopped, it will affect budget revenue as well as land acquisition and clearance of projects. At the same time, the Department of Home Affairs is requested to advise the Provincial People's Committee on policies and guidelines for the establishment of centers in localities that do not have one.

Giving further comments on disbursement, delegate Nguyen Huu An said: There are opinions that the budget revenue increased by 10.4%, but the revenue structure is not sustainable, land use fees account for a large proportion of 42%, revenue from production and business activities accounts for a low proportion due to the fact that production and business enterprises have not yet developed; Proposing solutions to remove difficulties for enterprises to facilitate production and business.

Delegates commented that the progress of disbursement of capital for national target programs, especially the National Target Program for Sustainable Poverty Reduction, is still slow, especially the capital allocated in 2024, including the capital extended from 2022, 2023 to 2024 has not been fully disbursed. Propose that the Provincial People's Committee and the Department of Labor, War Invalids and Social Affairs have solutions to remove difficulties for localities to speed up the progress of capital disbursement or have solutions to recover the remaining capital in localities to avoid waste and promote the effectiveness of the assigned capital.

Delegate Tran Dinh Toan (Do Luong) requested the province to pay attention to giving opinions on handling difficulties in granting land use right certificates to 68 households in Lang Chai hamlet 5, Dang Son commune, Do Luong district; and to resolve the petition of 60 households in Trung Son commune who have settled permanently on more than 83,000 m2 adjacent to unit K2 but have not been granted land use right certificates.

Reflecting on the environmental pollution situation, delegate Toan suggested that the province pay attention to investing funds and have fundamental, long-term, synchronous and drastic solutions to handle waste and protect the environment. Currently, environmental pollution in urban areas and industrial clusters continues to occur.

According to delegate Tran Van Duan (Venerable Thich Tho Lac) in Vinh City, the current regulations of the Provincial People's Committee on specific land allocation areas for religious establishments according to Decision No. 40-QD/UBND of the Provincial People's Committee are not suitable, causing difficulties for the activities of Buddhist establishments and the spiritual needs of the people. The Provincial People's Committee is requested to study the mechanism for land allocation for religious establishments in accordance with the living needs.

In addition, some opinions suggested paying attention to upgrading, maintaining and repairing provincial roads running through Hung Nguyen district that are currently degraded; having a policy of building schools in VSIP Industrial Park in Hung Nguyen to meet the learning needs of people in the industrial park; Solving the situation of abandonment and waste of public assets (headquarters, houses and land) after merging administrative units of communes, villages and hamlets; Increasing the operating budget of the Fatherland Front, socio-political organizations and Community Supervision Boards at the commune level; The province has a policy of restoring Nhan Thap Pagoda and bringing Ngoc Xa Loi (currently preserved at Nghe An Museum) to the pagoda, meeting the aspirations of the people and attracting and developing spiritual tourism.
