With a sense of responsibility, democracy, and openness, opening the discussion session in the hall, Mr. Le Cong Binh, Provincial People's Council Delegation Group No. 12, proposed to clarify the relationship between the results of mobilizing social investment capital and the province's GRDP growth rate in 2024 as well as the orientation for 2025.
Explaining this issue, Mr. Le Kim Hoang, Director of the Department of Planning and Investment, said: Based on the practical situation, the Department of Planning and Investment has advised the Provincial People's Committee on growth scenarios as a basis for mobilizing resources for investment and development. To achieve the economic growth target according to the Resolution of the 14th Provincial Party Congress, in 2025, the economic growth requirement must be from 13-14%. To achieve this target, the key task is for the province to effectively implement 3 breakthroughs: Removing difficulties and bottlenecks in policies and mechanisms to suit socio-economic development, creating motivation to promote production, business and investment; creating breakthroughs to unblock resources, including: land resources, disbursement of public investment capital and private investment capital, accelerating the investment progress of key, dynamic, inter-regional projects and works; Enhance the responsibility, dare to think, dare to do in the performance of public duties of civil servants and public employees, especially the responsibility of leaders. At the same time, effectively restructure the economy associated with in-depth growth model innovation; focus on developing 5 key sectors to promote growth: energy; tourism; processing and manufacturing industry; high-tech agriculture; investment, construction, real estate business and urban economy.

Next, delegate Nguyen Thanh Hai, Provincial People's Council Delegation Group No. 7 raised the issue: The implementation of communes meeting new rural standards by 2024 has not met the plan. According to the Resolution of the Provincial Party Congress, by 2025, the whole province will have 75% of communes and 50% of districts meeting new rural standards. What solutions do the relevant levels and sectors have to implement this target?
Explaining this issue, Mr. Dang Kim Cuong, Director of the Department of Agriculture and Rural Development, said: To achieve the goals set out in the Resolution, by 2025, the province must strive to have 5 more communes meeting new rural standards. The province has proposed a number of solutions to achieve the set goals: improving direction and management; promoting information and propaganda work; synthesizing investment resources, organizing production development. As a standing agency, on the basis of 19 new rural indicators, the Department will advise the Provincial People's Committee to issue a Directive directing departments, branches, localities, and socio-political organizations to organize and implement new rural construction according to their functions and tasks, paying special attention to the two criteria of income and poverty reduction.
In addition, some other delegates raised issues on: general planning, regional planning, zoning, and details to promptly meet the needs of management and calling for investment in projects in the province; disbursement of the Socio-Economic Recovery and Development Program; solutions to increase the rate of forest coverage; eliminating temporary and dilapidated houses for people; solutions to integrate multiple capital sources, adjust planning, and arrange coastal and Dinh River residents to renovate and exploit the value of the seascape to attract the development of Phan Rang-Thap Cham City; fire prevention and fighting for coastal residential areas; improving the efficiency of connectivity, promoting investment, trade and tourism in the province... The issues were specifically explained by leaders at all levels and functional sectors.
After the discussion session in the hall, the meeting proceeded to the question and answer session of the Director of the Department of Culture, Sports and Tourism and the Head of the Provincial Ethnic Minorities Committee.

Answering the questions of the delegates, Mr. Nguyen Van Hoa, Director of the Department of Culture, Sports and Tourism said: To overcome difficulties, limitations and promote the value of cultural heritage in tourism development, the Department of Culture, Sports and Tourism advised the Provincial People's Committee to direct the promotion of information and communication work to introduce and promote the value of cultural heritage; encourage and support tourism businesses to develop cultural tourism products, creating many unique and attractive cultural tourism products; strengthen the organization of cultural events; promote training, raise awareness of the community about the value of cultural heritage and the role of cultural heritage in tourism development. Joining the Director of the Department of Culture, Sports and Tourism to answer questions from delegates, Mr. Tran Van Tiep, Director of Nui Chua National Park said: The Management Board of Nui Chua National Park continues to focus on measures and solutions, implement financial mechanisms and coordination mechanisms to effectively exploit the three functions of the Nui Chua World Biosphere Reserve: conservation, development and research support; education and culture. Focus on propaganda, promotion and raising awareness for the community and international friends about the biosphere reserve. At the same time, it is recommended that sectors and localities integrate socio-economic development programs; strengthen cooperation and exchange with the world biosphere network to learn and exchange experiences in management work, maximize the great potential advantages of the Nui Chua World Biosphere Reserve...

Questioning the Head of the Provincial Ethnic Committee, delegate Pinang Thi Hon, Delegate Group No. 3 raised the issue: The disbursement rate of some projects under the National Target Program for socio-economic development in ethnic minority and mountainous areas, especially career capital, is still low, only reaching 36.2%; some Sub-Projects and Projects have not been disbursed or cannot be implemented, requesting the Head of the Provincial Ethnic Committee to report and clarify and propose solutions and directions for resolution in the coming time.

Responding to this issue, Ms. Pinnang Thi Thuy, Head of the Ethnic Minorities Committee, said: In the coming time, the Provincial Ethnic Minorities Committee will advise the Provincial People's Committee to direct localities to promptly allocate capital sources right after the Provincial People's Committee allocates capital to proactively develop plans to implement projects and sub-projects of the Program. At the same time, proactively review the subjects and contents of projects that need to be implemented, arrange priorities in terms of feasibility, efficiency, and disbursement capacity to propose to competent authorities for timely adjustment and decision. Strengthen inspection, urging, and grasping difficulties and obstacles from the grassroots level, thereby proposing to competent authorities to amend and supplement inadequate mechanisms and policies. In addition, while waiting for the Prime Minister to issue a Decision amending and supplementing Decision No. 1719/QD-TTg, departments, branches and localities should proactively complete documents, speed up the appraisal and approval process of projects to shorten the time and promptly implement them right after the Prime Minister issues a decision amending and supplementing Decision No. 1719/QD-TTg, contributing to completing the target of disbursing allocated capital according to the set plan.

Concluding the discussion session on socio-economics, questions and answers, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated the sense of responsibility of the delegates. He affirmed that the Provincial People's Council basically agreed with the direction and tasks of socio-economic development in 2025 in the report of the Provincial People's Committee; requested the Provincial People's Committee, all levels, sectors and localities to continue to closely follow the viewpoints, goals, tasks and solutions for socio-economic development in the period of 2020-2025 according to the resolutions and directive documents of the Central Committee, the resolution of the Provincial Party Congress, and direct the review and supplementation of solutions to most effectively implement the socio-economic development scenarios in 2025 with the most drastic spirit and determination, to complete the goals of the resolution passed by the Provincial People's Council.
