The province's socio-economic situation in the first 5 months of the year has many improvements.

On the afternoon of May 27, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee to listen to and give opinions on the socio-economic situation in May and 5 months, and key tasks for June 2024.

Up to now, the spring rice area has basically blossomed, reaching 98.7% of the total planted area; spring crops have been harvested, reaching 88.8% of the area; summer crops have been planted, reaching more than 9,800 hectares, reaching 90.2% of the plan. Livestock, aquaculture and fisheries activities have remained stable. In the first 5 months of the year, the Provincial People's Committee recognized 5 communes meeting advanced new rural standards, thereby increasing the total number of communes meeting advanced new rural standards in the province to 32 communes and 1 commune meeting model new rural standards. Industrial production continued to grow with the 5-month industrial production index increasing by 12.2% over the same period in 2023. The disbursement of public investment capital, the national target program in 2024 and budget management were directed to be implemented resolutely. By the end of May, the disbursement rate of public investment capital reached 39.2% of the plan assigned by the Prime Minister; Total state budget revenue is estimated at nearly 11,000 billion VND, reaching 55.9% of the estimate, of which domestic revenue is nearly 3,400 billion VND, reaching 39.3% of the estimate, up 17.7% over the same period in 2023; total local budget expenditure is estimated at nearly 6,900 billion VND, reaching 38% of the estimate. Investment attraction is focused on implementation. By May 21, the whole province had approved and adjusted investment policies for 47 projects with a total registered capital of nearly 5,300 billion VND, 2.3 times higher than the same period in 2023. Disease prevention and control work has been proactively implemented. Labor, employment and implementation of social policies have been maintained fully and promptly. Administrative reform continues to receive attention and direction to be seriously implemented according to the set plan. National defense and security work has been maintained stably; Social order and safety, traffic safety, fire prevention and fighting are guaranteed.

At the meeting, the leaders of the Department of Home Affairs reported on the draft decision of the Provincial People's Committee promulgating regulations on standards for civil servants of communes, wards and towns in the province; the leaders of the Department of Finance reported on the progress of land use fee collection in the province. As of May 23, the total land use fee collection reached more than 970 billion VND, reaching 26.1% of the estimate, up 23% over the same period in 2023. To date, the whole province has successfully auctioned nearly 570 land lots with a total amount of nearly 1,350 billion VND.

Based on the reports at the meeting, delegates focused on discussing difficulties and obstacles in implementing socio-economic development tasks; at the same time, proposed solutions to achieve the goals and plans set out in 2024.

In his concluding remarks, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, highly appreciated the efforts of departments, branches and localities, thereby helping the province's socio-economic development in the first 5 months of the year to have many improvements.

He also frankly pointed out the shortcomings and limitations that need to be overcome in the coming time, such as: the results of implementing some tasks and works have not met the requirements; the budget collection results are still low; the progress of disbursing public investment capital has not met the requirements; administrative reform work in some agencies and units is still slow to innovate; the proactiveness and positivity in advising the province on solutions to remove difficulties and obstacles in some departments, branches and localities is not high; digital transformation has not had many changes; the political security situation and social order and safety are still potentially complicated.

Regarding the key tasks in June, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested the agricultural sector and localities to focus on promoting the development of agricultural production; in which, focusing on directing to have a successful spring crop; proactively taking solutions to prevent and combat natural disasters; focusing on building advanced new rural areas, model new rural areas, while improving the quality of criteria in building new rural areas; promoting the implementation of issued mechanisms and policies, especially mechanisms and policies in the agricultural sector.

He also requested departments, branches and localities to focus on reviewing and grasping difficulties and obstacles in production and business activities of enterprises and projects in the area, on that basis, promptly advising on solutions to remove obstacles and promote production development; increase investment attraction; strongly change administrative reform work; strengthen discipline and responsibility in handling work in agencies, units and localities; highly focus on budget collection work; focus on implementing key and important projects and works in the province, focusing on thoroughly resolving site clearance work to implement projects in the area; rectify and improve the effectiveness of state management in all fields, especially sensitive fields that are prone to violations; localities focus on strictly implementing the directives issued by the Provincial People's Committee; well prepare conditions for implementing new laws, especially the 2024 Land Law and the Housing Law.

Regarding the fields of culture, education, security and national defense, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested to prepare well the conditions for the 10th grade entrance exam and the high school graduation exam in 2024 to ensure seriousness, objectivity and compliance with regulations; strengthen information and propaganda activities to serve political tasks and major national holidays; and perform well the work of ensuring security and order, preventing and fighting fires and explosions.

He also assigned specific tasks to departments, branches and localities; at the same time, gave specific comments on reports on the draft decision of the Provincial People's Committee promulgating regulations on standards for civil servants of communes, wards and towns in the province; reported on the progress of land use fee collection in the province, on that basis, requested departments, branches and localities to base on their assigned functions and tasks to effectively implement them in the coming time.
