Mr. CAP KIM THANH, Chairman of the Cooperative Union of Quang Tri province, answered the interview
- Sir! Quang Tri province, together with the whole country, has just gone through nearly 22 years of implementing Resolution No. 13-NQ/TW, dated March 18, 2002 of the Party Central Committee (9th tenure) on continuing to innovate, develop and improve the efficiency of the collective economy (KTTT) and nearly 2 years of implementing Resolution No. 20-NQ/TW, dated June 16, 2022 of the Party Central Committee (13th tenure) "on continuing to innovate, develop and improve the efficiency of KTTT in the new period". During that time, KTTT with the core of new-style cooperatives (HTX) of the province has overcome many difficulties and challenges, stood firm and increasingly played the role of "midwife" for agricultural production. I would like to ask you to give a general assessment of the important contribution of KTTT to the socio-economic development of the province.
- Implementing Resolution No. 13-NQ/TW, dated March 18, 2002 of the Party Central Committee (9th tenure) on continuing to innovate, develop and improve the efficiency of the market economy and Resolution No. 20-NQ/TW, dated June 16, 2022 of the Party Central Committee (13th tenure) "on continuing to innovate, develop and improve the efficiency of the market economy in the new period", the market economy sector of Quang Tri province has had positive changes; awareness of the development of the market economy has been raised. The province has issued many mechanisms and policies to support and create conditions for the development of the market economy.
The number of newly established cooperatives has increased over the years, with more diversified development in terms of occupations, scale and qualifications, better support for members, job creation and increased regular income for workers; the connection between cooperatives, enterprises and other economic organizations has initially had positive changes. The province's collective economic zone has overcome the prolonged weakness, contributing to the construction of new rural areas, ensuring social security, security, order and social safety, gradually affirming its important position and role in the national economy.
As of December 31, 2023, the province has 341 cooperatives (310 agricultural cooperatives, 31 non-agricultural cooperatives); 2 cooperative unions; 1,981 cooperative groups (THT). The total number of members participating in collective economic organizations is 106,166 members (of which about 82,256 are cooperative members and about 23,910 are cooperative members). Regarding the classification of agricultural cooperatives, 59.7% of cooperatives are classified as good and fair; 21% of cooperatives participate in production linkages according to the value chain; 7% of cooperatives apply high technology to production.

The collective economy (including cooperatives, cooperatives, and cooperative unions) is an economic organization with the largest number of farmer workers participating in national target programs (NTPs). In particular, the collective economy participates in the NTP for new rural construction as an agent and a subject in the implementation process.
Currently, collective economy and cooperatives play an important role in promoting the restructuring of the agricultural sector and sustainable production linkages, contributing to the development of the rural economy; contributing to accelerating the process of building new rural areas and implementing social security.
With the nature of being an economic organization for people, not capital, KTTT, Cooperatives rely on a large number of farmers and rural workers to participate as members. Through policies decided by the members themselves such as social welfare activities, social security... contributing to promoting cultural and social development in the local community, preserving and promoting traditional cultural values in a sustainable manner.
- Closely following the goals, targets and orientations for the development of collective economy and cooperatives in the period of 2021 - 2025, with a vision to 2030 of the province, could you please tell us how the Provincial Cooperative Union will continue to promote its role as the standing agency of the Steering Committee for innovation and development of collective economy in developing collective economy and cooperatives, promoting the continuous growth of collective economy?
- In the coming time, the Provincial Cooperative Union will continue to fulfill its assigned tasks of developing the cooperative economy through implementing the following solutions:
Continue to thoroughly grasp the viewpoints on the development orientation of the collective economy according to Resolution 20/NQ-TW, the Law on Cooperatives in 2023 and Action Program No. 47 to implement Resolution 20/NQ-TW of the Provincial Party Committee. Continue to deploy propaganda work within the Vietnam Cooperative Alliance system; innovate and improve the quality of propaganda work, dissemination and education of law.
Diversify forms of propaganda about new cooperative models, model cooperatives, cooperative models linked to value chains... to party members and workers in the economic zone. Strive to successfully implement the annual commitments between the Provincial Cooperative Union and the Provincial Party Committee Standing Committee. Continue to implement coordination programs between the Cooperative Union and related sectors, units, associations and unions.
Continue to implement the province's national target programs on new rural construction associated with building a "smart village" model; the province's agricultural restructuring program associated with planning high-tech agricultural production areas, organic agriculture, concentrated specialized areas and policies to support traceability, expand growing areas for key products, and meet market demand.
Enhance the role of members of the Steering Committee of the National Target Programs on New Rural Construction, Economic Development of Ethnic Minority Areas, and Sustainable Poverty Reduction of the Provincial Cooperative Union; effectively coordinate with the Steering Committees of Economic and Social Development of districts, towns, cities, communes, wards, and townships to advise and guide cooperatives to successfully complete criterion No. 13 and other criteria in the set of criteria for New Rural Construction.
Coordinate with provincial departments, branches, sectors, unions and the Vietnam Cooperative Alliance to develop plans and roadmaps for digital transformation implementation according to the direction of the central government, the province and the Vietnam Cooperative Alliance's Key Program on selecting Quang Tri as one of three pilot provinces for digital transformation in agricultural cooperatives.
Take advantage of funding sources from the province, the Vietnam Cooperative Alliance and coordinated programs and projects of sectors and localities to implement training and fostering of management and professional knowledge for key officials and reserve officials of cooperatives and cooperative groups in the province. Increase access to members with the aim of increasing the number of cooperative groups and cooperatives coming to the Cooperative Development Support Fund, effectively organize and implement consulting, guidance and appraisal of projects borrowing capital from the Cooperative Development Support Fund.
Continue to carry out consulting activities, support KTTT, cooperatives to develop and improve products; apply social networks (zalo, facebook...) to promote, introduce products of cooperatives, cooperative groups and participate in connecting supply and demand, consuming products on the electronic information portal according to Program 503; closely coordinate with centers of the Vietnam Cooperative Alliance to deploy propaganda, popularize auditing services, promote technology and protect the environment of the Vietnam Cooperative Alliance.
Perform well the role of representing and protecting the legitimate rights and interests of members and pay attention to member development; consolidate and innovate the activities of the Provincial Cooperative Union in both organization and operation methods, becoming the core force in the process of consulting, guiding and improving operational efficiency.
At the same time, it is the focal point for collecting and synthesizing the operational situation of the economic and social sectors in the province and advising and proposing to Party committees and authorities at all levels to lead, direct, inspect, urge and support cooperatives, cooperative unions and cooperative unions to build and develop more and more sustainably.
