Experience in mobilizing social resources for health development

(PLVN) - The project to mobilize social resources in investing in healthcare development in Ho Chi Minh City in the period of 2025 - 2030, which Ho Chi Minh City has just announced, shows some experiences that other localities can study and consider learning from.

According to the report of the Ho Chi Minh City Department of Health, up to now, the city has a total of 133 hospitals, including 12 hospitals under ministries and branches, 51 hospitals managed by the city and 70 non-public hospitals. Notably, the city's hospitals not only serve the city's residents but also receive more than 50% of patients from other provinces and cities, demonstrating the role of a major medical center in the region.

Along with improving professional quality, the city is investing heavily in developing infrastructure and modern medical equipment to meet the increasing demand for medical examination and treatment. Many new constructions, renovations and upgrades of general and specialized hospitals and medical centers have been put into use, in which public facilities such as Children's Hospital, Oncology Hospital, Tu Du Hospital and district and county hospitals have been invested in and modernized.

In the period of 2020 - 2025, the city has focused its investment resources on health care and many new hospitals have been built and put into operation effectively. As of March 2025, the city's health sector has inaugurated and put into use 23 important health projects, including 12 specialized hospitals, 6 general hospitals, 2 medical centers without beds and 3 district-level hospital projects. In the period of 2021 - 2025, the City People's Council has approved 35 projects with a total investment of up to 13,789 billion VND.

Regarding the socialization of healthcare, although investing in the construction and development of hospitals is a long-term process, requiring large investment capital and a long payback period, which is one of the factors that makes many investors prioritize choosing small-scale projects; but currently, Ho Chi Minh City is also leading the country in the number of private healthcare facilities, from general and specialized clinics to pharmaceutical and hospital systems. With 70, the city accounts for 20% of the total number of private hospitals nationwide.

The private healthcare sector in the city has also made significant progress in service quality and application of highly specialized techniques. Many private hospitals such as Xuyen A General Hospital (Cu Chi), FV, Vinmec International General Hospital, and Tam Anh General Hospital have successfully deployed many advanced diagnostic and treatment techniques, contributing significantly to reducing the burden on public hospitals, providing many high-quality healthcare options for the people.

Along with the acceptance of large public investments; the responsibility for people's health not only in the city but also in provinces and cities; the city's health sector has created great prestige; affirmed its position and role. Currently, there is also a trend of many tourists coming to Ho Chi Minh City for tourism, medical examination and treatment, which is also a great opportunity for the city's health sector to exploit and develop. Along with the policy of researching, evaluating and classifying projects to call for investment, the biggest goal is to provide the best health care for the people; the city's expectation is that in the period of 2025 - 2030, it will mobilize about 23,655 billion VND in the form of public-private partnership (PPP) with 15 health projects, which will soon be achieved.
